The cabinet meeting on Tuesday 19, October 2010 has come to the following decision:

The Draft of the Ministry of Commerce’s Regulation on the Potato, Onion, Garlic, Dried Longan, Pepper, and Onion Seed Imports Under ASEAN Free Trade Agreement Year ... and the Draft of the Ministry of Commerce’s Regulation on Pepper, Brown Sugar, Peanut Oil Imports Under ASEAN Free Trade Agreement (Issue...) Year ....

The Cabinet endorsed the drafts of two Ministry of Commerce’s regulations, which are the draft of the Ministry of Commerce’s Regulation on the Potato, Onion, Garlic, Dried Longan, Pepper, and Onion Seed Imports Under ASEAN Free Trade Agreement Year ... and the draft of the Ministry of Commerce’s Regulation on Pepper, Brown Sugar, Peanut Oil Imports Under ASEAN Free Trade Agreement (Issue...) Year .... Both drafts were scrutinised and checked and forwarded back to the Cabinet by the verification committee, and they have been authorised to proceed. The Ministry of Commerce has also been assigned to take the opinions of the Ministry of Foreign Affairs into consideration.

Thai-Burmese Economic Zone Development in Mae Sot District, Tak Province

The Cabinet approved and endorsed the following three proposals by the Ministry of Commerce.

1. The Cabinet approved in principle the directives for the establishment of the Thai-Burmese special economic zone on the border of the two countries.

2. The establishment of the committee on the Mae Sot special economic zone, consisting of representatives from relevant agencies from both private and government sectors, has been endorsed in order to provide integration and efficiency in the establishment of the special economic zone.

3. On part of the committee on the land development that is being urged to speed up its work on the zoning of the area reserved for permanent forestry, the Ministry of Commerce has been assigned to jointly consider the issue with the Ministry of Agriculture and Cooperatives, the Ministry of Interior, the Ministry of Environment and Natural Resources, the Ministry of Industry, and relevant agencies. These agencies have, from now on, been tasked with determining the zone and the use of the area appropriately and forward the proposal to the Cabinet once more. The Industrial Estate Authority of Thailand has also been assigned to consult the detail with the Ministry of Environment and Natural Resources at the same time so that the proposal can be sent to the Cabinet for consideration.

Nurse Training Programme to Solve Nurse Shortage in the Southern Border Provinces

The Cabinet has approve all of the following three proposals by the Ministry of Public Health.

1. 18 students studying 4-year Bachelor Degree in Nursing programme have been transferred and have had their status ch age. 17 of them have been converted to student in 2-year advanced public health diploma (in community public health) programme while another student has been transferred to the 2-year diploma in medical visual-audio studies programme.

2. All 18 students have still retained the right to serve as a civil servant after the graduation as previously.

3. The budget allocated from the previous project (Additional Nurse training Programme to Solve the Nurse Shortage in the Southern Border Provinces) has been shifted for this project, so the students in 4-year advanced public health diploma (in community public health) programme and 2-year diploma in medical visual-audio studies programme can be supported by the government.

Synopsis

The Ministry of Public Health has reported:

1. The Ministry of Public Health has been running the Additional Nurse training Programme to Solve the Nurse Shortage in the Southern Border Provinces Project since 2007, but, from the evaluation of all 3,000 students enrolled in the programme, it has been found that 10 students have failed the course and could no longer study in the 4-year Bachelor Degree in Nursing programme. Thus, the cabinet, on January 12, 2010, has resolved to transfer all of the ten students to a new programme, the 2-year advanced public health diploma (in community public health) programme. The Cabinet also resolved to still permit them to have the right to enter the civil service after the graduation and to support them by using the same budget used in the previous programme.

2. In the academic year 2009, the evaluation has found that there are still 18 students unable to pass the examination and could no longer study the course in the 4-year Bachelor Degree in Nursing programme as well; thus, the Public Health Ministry has requested to transfer 17 students to 2-year advanced public health diploma (in community public health) programme and another student to the 2-year diploma in medical visual-audio studies programme, with all 18 students retained the right to enter civil service after graduation.

Endorsing Bangkok Declaration on Environmentally Friendly Transportation

The Cabinet acknowledged the brief report on the meeting and endorsement of the Bangkok Declaration on Environmentally Friendly Transportation, during the 5th convention, from August 23 to 25, 2010, in Bangkok, as proposed by the Ministry of Environment and Natural Resources.

Synopsis

The Ministry of Environment and Natural Resources reported:

1. The Summary of the 5th International Conference on Environmentally Friendly Transportation

The conference was held from August 23 to 25, 2010, and attended by 200 attendees, comprising representatives from 22 countries in the Asia Pacific region and from international organisations supporting sustainable development by the private sector. The main purpose of the conference was to exchange knowledge and experiences from lessons on transportation and the environment, including the progress on each Asia Pacific country’s implementation of environmentally friendly transportation and a visit at Bangkok Metro (Public) Company Limited to study the management of the Bangkok Metro System.

On August 26, 2010, the Ministry of Environment and Natural Resources, in cooperation with German Technical Cooperation (GTZ), held a national operation as an extension of the conference, which is a cooperation project between the ministry and GTZ, called Clean Air for Smaller Cities in the ASEAN Region Project.

2. Endorsementof the Bangkok Declaration on Environmentally Friendly Transportation on August 24, 2010

The attendees of the conference jointly considered the content of the declaration, with Vice Minister of Environment and Natural Resources Pimuk Simaroj as the chairman. The conference resolved to endorse the declaration and to translate the declaration into Thai. the implication of the declaration would be reported to the next conference on voluntary basis.
