The cabinet meeting on Tuesday 26, October 2010 has come to the following decision:
The Cabinet approved as the Bureau of the Budget proposed as follows;
1. Approved state sector and state enterprises to make long-term liabilities, change the list, increase the budget, or extend the period for long-term liabilities, which is over the budget that the Cabinet had approved, 14 items in total, as ministries proposed. The long-term liabilities budget for each item was reviewed by the Bureau of the Budget. The Cabinet also approved extending construction control.
2. Assigned state sector and state enterprises to expedite signing the contract and monitor operation to be within the budget and timeline as mentioned in no.1.
The Cabinet acknowledged the progress on issuing the 11th National Economic and Social Development Plan (B.E.2012-2016), proposed by the Office of the National Economic and Social Development Board as follows;

The Office of the National Economic and Social Development Board (NESDB) reported the progress on issuing the 11th National Economic and Social Development Plan (B.E.2012 — 2016). The gist is as follows;
1. Preparation on the 11th National Economic and Social Development Plan (B.E.2012 — 2016) Preparation on the 11th development plan relied on the engagement of each party in developing all areas and specific deep studies in various dimensions. The strategic point and developing methods for the 11th development plan was added for determining clear methods and strategies for country development to be in line with the determined vision and future changes
2. Progress on the 11th development plan preparation
2.1 For determining visions of developing Thailand over the next 20 years, domestic and international changes were analysed. Stages for brainstorming have been organized centrally and locally.
2.2 Drafting the concept and direction of the country development during the 11th development plan was evaluation of development result which analysed environment affecting development in the areas of economy, society, natural resources and environment.
2.3 Workshops on developing concept and drafting the direction of the country development during the 11th development plan were organized constantly. This included the brainstorming session during the 2010 annual conference of the NESDB “Direction of the 11th development plan” on 6 August 2010, at IMPACT Exhibition and Convention Center, Muang Thong Thani.
2.4 The NESDB followed up and evaluated the 10th development plan during the first three years of the 10th development plan (B.E 2007-2009), along with arranging the 11th development plan.
The Cabinet approved the 21,329,000THB reserved budget from the central budget in the fiscal year 2011 for developing the 9th floor of The Government Complex Commemorating His Majesty The King's 80th Birthday Anniversary, 5th December 2007 to be the office of Her Royal Highness Princess Bajrakitiyabha as proposed by the Office of the Attorney General. Seeking approval for using the reserved budget from the central budget in the fiscal year 2011 to relieve the flood victims The Cabinet
1. Approved the principle to use the reserved budget from the central budget in the fiscal year 2011 to relieve the flood victims who could not move their belongings to the safe place or whose houses were submerged by the flood more than 7 days at the amount of 5,000THB per household, as proposed by the Ministry of Interior.
2. Assigned the Ministry of Finance to propose the payment method to the flood victims and assigned the Economic Cabinet to review it within Monday 1 November, 2010.
The Cabinet acknowledged delivering assistance to the flood victims of the Ministry of labour as the Ministry of Labour suggested.
The Ministry of Labour established the Assistance Centre for Victims of Natural Disasters to work centrally and locally, to deliver assistance to people who were affected in term of occupations by the natural disaster. From the current situation of floods in many areas of Thailand, there were a large number of people who were affected physically and lost assets. The Ministry of Labour was well aware of significance of the problem and monitored the situation of flood, including sending assistance as follow;
1. Informed all provinces to assign each provincial labour office to coordinate with the organizations under the Ministry of Labour to provide service to people, according to responsibilities of each function, monitor the flood situation, and collaborate with the relevant organizations in each province to assist the flood victims.
2. Surveyed the needs from people in the affected area after the water level decreased to provide assistance according to the scheme of urgent employment and skills development to ease troubles in term of occupations in the fiscal year 2011
3. Department of Employment worked on the 2 schemes under the 2010 Action Plan for Assisting the Flood Victims after decrease of water level, which were, 1) Occupation Home Delivery scheme, targeting 75,000 persons, 2) 2010 Occupational Restore scheme for the unemployed affected by the flash flood, targeting 15,000 persons. The two schemes were to serve the flood victims that would like to have the jobs back and those who would like to change their old jobs.
4. Department of Skill Development set up the operation team to help the flood victims by setting up a team to the affected areas to dispatch primary assistance, for example, moving stuff, installing electrical wires, delivering survival kits, repairing equipments, electrical appliances, and vehicles, including preparing on the research to set up occupational and skill development training classes according to the requirement of the flood victims. Also the 2 schemes to assist the flood victims after decrease of water level were operated; 1) Occupation Home Delivery scheme and 2) 2010 Occupational Restore scheme for the unemployed affected by the flash flood.
5. Department of Labour Protection and Welfare issued an announcement to seek collaboration from enterprises to help their employees who were affected by the floods and ordered the provincial offices, to do the survey on troubles and needs of affected enterprises and employees, and to coordinate with the enterprises that were not affected by the flood on monetary and survival kits donation to help the victims.
6. The Social Security Office issued an announcement on extending or postponing the dateline of social security and compensation funds submission for the enterprises affected by the flood. The enterprises must notify the Social Security Office about postponing the deadline. The Social Security Office also set up the scheme “Fight Against Flood with Social Security” for the insured persons whose homeland were in the affected areas to raise a loan to fix their shelters, 50,000THB each, the interests in the first two years would be stable, 2.5 percent per year. After that the interest would float in accordance with the conditions of the Bank that signed the MOU. At the moment, it was in the process of coordinating with banks.
7. In central part, the Ministry of Labour established the donation center “Labour Ministry assists Flood Victims” at the front of the public service centre of the Ministry of Labour, 1st floor, Ministry of Labour Building to help the victims. The cash donation was transferred through the account “Labour Ministry assists Flood Victims,” Krung Thai Bank, Ministry of Labour branch, account number 3830111347, hotline number ; 1506.
8. As for Regional part, Provincial Labour Office, the Ministry of Labour, established the donation center to help the victims and receive cash donation through Krung Thai Bank account, Ministry of Labour branch, account number 3830111347.
The Cabinet approved the principles of draft joint declaration of the leaders on Joint Statement of the Fifth Indonesia — Malaysia — Thailand Growth Triangle (IMT-GT) and assigned the National Economic and Social Development Office to coordinate with the national secretaries of Indonesia and Malaysia on the IMT-GT plan, including the sub-regional collaboration centre to jointly review and adjust the joint declaration which could be adjusted if it was not important contents of the joint declaration.
The Cabinet approved operation of Thailand under the United Nations Framework Convention on Climate Change according to the meeting resolution of the National Climate Change Policy Commission on 20 October 2010 as the Ministry of Natural Resources and Environment proposed.
