The cabinet meeting on Tuesday 2, November 2010 has come to the following decision:

Draft of the Education for the Disabled Act (Edition...) Year ....

The cabinet endorsed the draft of the Education for the Disabled Act (Edition...) Year..., which has been legally checked by the Office of Council of State, as proposed by the Ministry of Education. The act is to be presented to the National Assembly.

Synopsis

1. The draft act defines the term “teachers for special education” (article 3 of the draft, amended article 3).

2. The draft act requires an additional honourary commissioner to sit on the Promotion of the Education for the Disabled Commission, increasing the number of commissioners from 13 to 14. It also appoints the Director of the Office of Special Education Management as an commissioner and the secretary (article 4 of the draft, amended article 11).

3. The draft act gives a temporary clause to accommodate teachers for special education with bachelor degree as qualification, who teach and receive additional fee, as special education teachers (article 5 of the draft).

Management of Projects Under “Thailand: Investing from Strength to Strength 2010-2012” Programme

The cabinet acknowledged and approved the following proposals by the Ministry of Finance.

1. The cabinet acknowledged the balance of the reserve budget under the 2009 royal decree granting the Ministry of Finance the fiscal authority to borrow to rehabilitate and rebuild economic stability. It also assigned the agencies that have projects under the scheme that have not been concluded or have not withdrawn the fund to notify the Comptroller General’s Department immediately.

2. The cabinet approved the extension for the signing of the contract to allocate and proceed on the project if the agency that owns the project expects delay in the project implementation. The cabinet sees fit that the project be scrapped and has its shifted to the reserve budget. The cabinet also approved in principle the additional fund for the operation of local administration project (23 billion Baht) and extended the signing of contract to November 30, 2010. Noted that the agency that owns the project has to comply with laws and regulations, if the agency fails to comply, the cabinet sees it appropriate that the project be cancelled and allocates its funding to the reserve.

3. The cabinet approved the change of the detail of the projects under the “Thailand: Investing from Strength to Strength 2010-2012” programme, with the agency sending the information to the Budget Bureau.

Directions, Policies, and Measures for National Disaster Warning System

The cabinet approved the direction, policies, and measures for the management of the National Disaster Warning, in accordance with the resolution made by the National Committee on National Disaster Warning System Management's 2/2010 meeting, on September 25, 2010. They would be used as the frame for the work to proceed as then-Deputy Prime Minister Suthep Thuangsuban, the chair of the committee, proposed. The committee and relevant agencies have been assigned to take the opinions of the Ministry of Interior,the National Security Council, and the Office of National Economic and Social Development Board into consideration.

Request for the Fiscal Year 2011 Budgetary Expenses for Flood Relief Under Central Budget for Emergency or Neccessary Expenses

The cabinet approved the additional proposal from the Director of the Budget Bureau to approve the budget limit for the 2011 Fiscal Year budgetary expenses allocated from the Central Budget for Emergency or Necessary Expenses, worth 3,161,440,000 Baht, to give 5,000Baht relief cash to 632,288 households of flood victims, as proposed by the Ministry of Interior. And, to speed up the payment process, the Budget Bureau has requested allocation of fund for the Government Saving Bank, which is the budgetary agency for the flood relief efforts.

Approval for Important Documents for 22nd APEC Ministerial Meetings and 18th APEC Summit

The cabinet approved three following proposals from the Ministry of Foreign Affairs.

1. The cabinet approved the joint statement for the 22nd APEC Ministerial Meeting and has authorised the Minister of Foreign Affairs to certify.

2. The cabinet approved Leaders’ Declaration for the 18th APEC Summit and has authorised the Prime Minister to certify.

3. In case there is a need to alter the wording in non-essential part of either or both document, the cabinet has authorised the Ministry of Foreign Affairs and the Ministry of Commerce to act without consulting the cabinet again.

Synopsis

1. APEC Ministerial Joint Statement is the document APEC Foreign Ministers and Trade Ministers will accept. The content of the joint statement is support multilateral trade system and review of the report on progress of the Bogor Goals before presenting it to APEC leaders to certify. It also covers regional economic grouping, importance of the Asia-Pacific Free Trade Agreement, which is needed for the regional economic integration, the support for the draft of APEC growth strategies, which are to be presented to the leaders to certify, support for human security, and accommodation for initiatives in several branches.

2. APEC Leaders’ Declaration is the document APEC leaders will certify. Its content reflects the intention to create APEC border-less community that is strong and stable, with the support for close economic integration. It also addresses the creation of suppl chain’s connections, preparedness for the establishment of Asia-Pacific Free Trade Agreement, development with quality, economic reforms, job creations, creation and distribution of economic opportunities, promotion of the utilisation and access to information technology and communication, maintenance of human security, and poverty reduction.
