The cabinet meeting on Tuesday 7, December 2010 has come to the following decision:

The Cabinet approved the draft of 120 year souvenir coins features specification, the Council of State, A.D. ... as suggested by the Ministry of Finance. The issue is to be further considered and implemented by the Council of State.

Facts

The Ministry of Finance proposed that, with the collaboration between the Council of State and the Treasury Department, it is to create 120 year souvenir coins, the Council of State, in order to publicize and spread out the agency’s image which has the duty to regulate the country’s spending.

Summary

The draft of 120 year souvenir coins features specification, the Council of State, A.D. … regulates the features of the 120 year souvenir coins, the Council of State, with regards to their types, prices, metal, metal rate, weight, reserved rate, patterns, and other characteristics of two metal colors (white and gold) of souvenir coins, 10 baht, normal category (the production not exceeding 1,000,000 coins).

The approval request of finding financial resource for the payment of the advisors of the project (Yotha) and advisors of the construction of Yotha, the sky train’s Blue Line from Hualampong-Bang Care and Bang Sue-Tha Phra of the Mass Rapid Transit Authority of Thailand

The Cabinet approved according to the opinions of the Ministry of Finance (MOF) as follows :

1. The Ministry of Finance is to loan the money domestically and the Mass Rapid Transit Authority of Thailand (MRTA) is to continue the loan in order to pay for the advisors of the project (Yotha) for 732 million baht and advisors of the construction of Yotha for 1,221 million baht with the total amount of 1,953 million baht which the government is responsible of the mentioned investment according to the cabinet’s resolution on 7 November 2006. The Bureau of the Budget is to consider about the allocation of annual budget as debt budget for the Mass Rapid Transit Authority of Thailand in order to settle the debt to the loan source in terms of loan principle, interest, and other relevant spending according to guidelines, process, and conditions which the Ministry of Finance will further agree with MRTA.

2. As for the implementation, the Ministry of Finance is to loan the money and MRTA is to follow the process which will help the MOF to be able to better manage the loan the part where the government has to take the investment’s responsibility in terms of capital management and risks, which in the case of domestic loan it will help reduce capital loan as the government can loan the money with lower capital than MRTA. The implementation of MOF is under the authority of itself according to the law. As for the expenses for the implementation of the sky train’s Blue Line from Hualampong-Bang Care and Bang Sue-Tha Phra and extended routes, the Ministry of Transport (MOT) is to conduct details and propose them to the Office of the National Economic and Social Development Board (NESDB) for consideration before presenting to the cabinet. The MRTA is to consider opinions of NESDB with regards to business plan for commercial development in stations and sky trains of the Mass Rapid Transit Authority of Thailand project that involved the private sector to invest in the form of PPP Cost and to further implement the issue.

Credit project to assist small-sized enterprises who were affected by the flood and storm 2010

The Cabinet approved the credit project to assist small-sized enterprises who were affected by the flood and storm 2010 as proposed by the Ministry of Finance and assigned the ministry to consider the notice of the Bureau of the Budget.

Summary

The Ministry of Finance (MOF) reported that the Government Savings Bank has proposed the credit project to assist small-sized enterprises who were affected by the flood and storm 2010 in order to find capital resource for quick revival from the damage and be able to continually generate income. The details are as follows :

1. The credit project to assist small-sized enterprises who were affected by the flood and storm 2010.

2. The total amount of 2,000 million baht.

3. Duration of the project : the loan request is ended on 31 January 2010.

4. Qualifications of borrowers : small-sized enterprises who were affected by the flood and storm in 2010.

5. Loan purpose : in order to improve and fix necessary equipments or to serve as working capital.

6. The amount of credit per individual : not exceeding 50,000 baht according to necessity and ability to pay by installments.

7. Credit type : term loan not exceeding 5 years.

8. Interest rate : 0.5 per month for the entire term.

9. Insurance : clean loan

10.Condition : the Government Savings Bank is to separate accounts of implementation from Public service Account : PSA in order to request for damage compensation that could occur in the future.

The result of the National Creative Economy Committee 1/2010

The Cabinet acknowledged the result of the National Creative Economy Committee (NCEC) 1/2010 and its 5 considerations and resolutions according to the secretary general of the National Economic and Social Development Board, committee and secretary of the National Economic and Social Development Board (NESDB) as follows :

1. Implementation of the National Economic and Social Development Board (NESDB).

2. Appointments of management committee for the Office of the National Creative Economy.

3. The Prime Minister’s Office’s draft regulations with regards to creative economy capital A.D. ...

4. The appointments of subcommittee for the preparation in international festivals regarding creative economy and creation of knowledge project in order to support creative academy.

5. The request of capital for the making of a short film “Hello Thailand” under the creative economy capital.

The approval request for the draft of national strategy regarding the prevention and suppression of laundering and the resistance against financial support to terrorism

The Cabinet agreed with the 2 proposals of the Ministry of Justice as follows :

1. Approved the national strategy regarding the prevention and suppression of laundering and the resistance against financial support to terrorism.

2. Assigned agencies and public sector relevant to the national strategy regarding the prevention and suppression of laundering and the resistance against financial support to terrorism to be responsible in the implementation according to authority and legitimacy of each agency’s mission.

The Anti-Money Laundering Office (AMLO) is to take into account the opinions of the Ministry of Commerce and the National Security Council for further consideration.
