The cabinet meeting on Tuesday 14, December 2010 has come to the following decision:
The Cabinet approved in principle the Royal Decree establishing Land Bank Management Institution (Public Organisation) Year ... as proposed by the Office of the Permanent Secretary to the Prime Minister’s Office. The draft has been forwarded to the Office of Council of State as an urgent matter for the agency to verify. The opinion of the Ministry of Agriculture and Co-operatives and the Budget Bureau must be taken into consideration, as required by the cabinet. The draft has been approved to proceed, and the institution in this case is to be set up as a public organisation, according to the document of the Office of Public Sector Development Commission No. Nor Ror 1200/Wor, issued on September 11, 2006.
The Cabinet approved and acknowledged the following two proposals forwarded to the Cabinet by the executive committee following the relief for drought situation.
1. The Cabinet approved the budget worth 924.2759 million Baht from Central Budget for the relief for those experiencing drought. the Budget Bureau has been assigned to allocate budget for the Bank for Agriculture and Agricultural Cooperatives so that the bank can take a role as a direct fund distributor for farmers affected by drought.
2. The Cabinet acknowledged the review on criteria for the request for allocation of fund from agencies that belong to the executive committee for the Fiscal Year 2011, which the executive committee, during the meeting on December 13, 2010, saw it is fitting that the time frame for the project/activity needs to conclude within 6 months after the allocation of budget, no later than the end of the Fiscal Year.
The Cabinet approved the announcement of the Minimum Wage Committee on Minimum Wage (5th Edition), issued on December 13, 2010, as proposed by the Ministry of Labour. The Ministry of Labour has also been assigned to forward the announcement to the Office of the Cabinet Secretariat for the announcement in the Royal Gazette.
Synopsis
Since the Minimum Wage Committee has met and considered the fact regarding the current minimum wage and the other factual points required by the laws, on December 9, 2010, the committee has resolved to adjust the minimum wage, which is to be enforced on all employers and employees.
With the authorities given by Article 79 (3) and Article 88 of the 1998 Labour Protection Act, amended by the 2008 Labour Protection Act (3rd Edition), the committee has announced the new minimum wage.
The Cabinet approved in principle the following principles proposed by the Office of the National Research Council of Thailand.
1. There is to be a development for pets and animals for scientific use, according to the 6 National Strategies on Scientific Development 2012-2016.
1.1. Improve and develop domestication of animals used for scientific purposes in accordance with international standard, accommodating research, testing, and bio material production for medical, public health, and agricultural purposes.
1.2. Support the production and servicing for animals for scientific uses that are bio-diverse genetically, in the volume that is adequate for demand from researches, testings, and bio material production.
1.3. Develop human resources and courses, including scientific content, for scientific purposes on every academic level, responding to the demand in development of domestication and use of animals on international standard.
1.4. Support research and development in diversification of plants, animals, and local materials, all of which can be quality material and animal model for research for local treatment for new found disease.
1.5. Support private enterprises to focus in domestication and usage of animals or imports of quality goods for management and promoting investment in pharmaceutical, food, supplement diet, and vaccine industries, for the development of the people’s quality of life and to compete in the international market, reducing import and increasing export.
1.6. Regulate the domestication and use of animals for scientific purposes in accordance with ethical use of animals for scientific operations of the Office of the National Research Council of Thailand and coordination with international community for internal acceptance.
2. The Cabinet endorsed the appointment of the committee on the development of domestication and use of animals for scientific purposes, and it has assigned the committee to regulate the development in accordance with the national strategy and to consider the domestication and usage plan of agencies so that it can propose request for annual budget to the Budget Bureau. The committee is also tasked with following up the evaluation of the agencies with the office of the secretary of the committee being responsible for the operation.
3. The Office of the National Economic and Social Development Board has been assigned to include the strategies in the 11th National Economic and Social Development Plan.
The Cabinet approved the review of the Cabinet resolution made on December 4, 2007, on Thailand’s accession to the UN Convention Against Corruption. The Cabinet has ordered the pledge to speedily materialize without waiting for the amendments to the criminal code (...Edition) Year... (additional definition), the Act on Asset Acquired Illegally Year .... (criteria for the principle and methods for retrieving assets), and Amendment to the 1992 Act on International Cooperation on Crimes (...Edition) Year ... (additional amendment for international cooperation on seizure, freezing, and taking over of assets) to take effect, as proposed by the Office of the National Counter Corruption Commission.
The Cabinet has acknowledged the result of the 17th ASEAN Summit and other relevant meetings (of the Ministry of Commerce), as proposed by the Ministry of Commerce.
