The cabinet meeting on Tuesday 11, January 2011 has ome to the following decision:
The Cabinet approved in principle to maintain the subsidy for PSO of the 2010 fiscal budget of the Provincial Waterworks Authority (PWA) with the total amount of 1,174,711 million baht according to the resolution of the PSO Commission 5th meeting on 15 September 2010 as suggested by the Ministry of Finance. The budget expense and the loan under the framework are to be in accordance with the opinions of the Bureau of the Budget and the Provincial Waterworks Authority is to receive the opinions of the Office of the National Economic and Social Development Board regarding the management of accounting system. The income and the expense accounts of commercial and social services are to be further proceeded.
“CABNET”
The Cabinet acknowledged and approved the 2 proposals suggested by the Secretariat of the Cabinet as follows :
1. Acknowledged the past implementation and guidelines of the next procedure of the CABNET system.
2. Approved the use of CABNET with every agency in the project. It is to be fully utilized since April 2011.
Summary
1. The Secretariat of the Cabinet has brought information technology into use in order to develop the implementation and to continually support the management of the cabinet. These include the system of storing and searching for cabinet's resolution information (1989), automatic archives in order to track the proposals proposed to the Cabinet (1989), the transfer of cabinet's session information into a CD form in order to reduce documents (2010), Cabinet meeting via video conference (2002), and the latest system of CABNET which assists the cabinet's missions, the presentation process, and the whole Cabinet meeting through the support in the planning of presentation, the proposed issues, the notification of the meeting's sessions, the sending of the meeting's details, the announcement of the cabinet's resolution, as well as the searching for information about the cabinet. The system will be used by 37 agencies.
2. The Secretariat of the Cabinet has initiated the project organizing the CABNET system in 2006 and hired advisers from the Chulalongkorn University in order to study and analyze CABNET system. The system was later improved on July 2009 — November 2010 with the total budget, from the 2006 fiscal budget, of 76,414,400 baht. There have been implementations to connect the network and develop the system, and is now ready to operate. During January — February 2010 the system was tested by 12 pilot agencies to check its usability and performance test was given during March — September 2010, while the details of its use were clarified to every agency during October — December 2010.
The Cabinet approved the draft of the ministerial regulation regarding the divisions of the Department of Special Investigation, the Ministry of Justice, B. E. ... at the Office of the Council of State. The office has already considered the issue and granted its implementation.
1. Assigned the Department of Special Investigation to have missions regarding prevention and suppression, investigation, and criminal case investigation that requires special methods according to special investigation law and to have authorities as regulated (draft no. 2).
2. Assigned the Department of Special Investigation to be divided into 17 branches and to have authorities as regulated (draft no.3, no. 6 to no. 14 and no.16 to no. 20).
3. Assigned the Department of Special Investigation to have internal investigation, management development system and authorities as regulated (draft no. 4 to 5).
4. Assigned the Office of Special Criminal Litigation 1-3 to have authorities regarding prevention, suppression, investigation, and special investigation in order to prosecute the wrongdoers who might seriously impact peace, people's morality, or the country's economic system or who commit crimes according to the law declared by the director-general, and to proceed with special cases outside the kingdom as assigned (draft no.15 (1)).
The Cabinet acknowledged and approved the proposals of the Ministry of Transport as follows :
1. Acknowledged the implementation, problems, obstacles, and solutions of the rail mass transportation system.
2. Assigned the Ministry of Transport to propose the issue to the Office of the Council of State to manage the BTS Green Line ranging from Morchit — Saphan Mai and Bearing — Samut Prakan as the responsible office according to the royal decree which grants private sector to operate or participate in the state's affairs B.E. 1992 for clear implementation.
3. Granted MRTA to transfer 400 million baht from the 2009 fiscal budget of the project studying and designing the BTS in the Ratchadapisek's Ring Road. The left over money with the amount of 140 million baht and 210 million baht, after the deduction of hiring advisers in the BTS Blue Line project ranging from Khae Rai - Min Buri worth 34.154 million baht, will be used to hire advisers during the pre-construction session of the BTS Purple Line ranging from Tao Poon — Rasadorn Burana and the BTS Orange Line project ranging from Talingchan — Min Buri respectively.
The Cabinet approved the proposals of the Ministry of Foreign Affairs (MFA) as follows :
1. Approved the guidelines on the use of the ASEAN flag and granted Foreign Affairs Minister to certify the document in the ASEAN Coordination Cabinet Meeting. If there are minor modifications in the in the draft of regulations which are not in conflict with the country's interest, MFA can proceed without having to present the issue to the Cabinet for further consideration.
2. Assigned the Prime Minister's Office to proceed according to Section 2 Paragraph 2 (6) and 4 of the flag royal act B.E. 1979 in order to approve MFA to permanently position the ASEAN flag along with the country's flag at MFA office where the ASEAN National Secretariat is located. This also applies to the office of diplomatic representatives and Thai consulates, except in some ASEAN member countries that have no diplomatic relationships with Thailand. MFA will propose the budget in order to prepare the issue in 2012 budget.
3. Assigned every official agency to acknowledge the raising of ASEAN flag for future meetings and ASEAN activities in Thailand.
The Cabinet approved tax measures for donation to Teachers and Education Personnel Development Fund organized by the Ministry of Education as suggested by the Ministry of Finance.
The Ministry of Finance reported that it persuaded the private sector to participate in the fund raising, support education, and honor the King, “the Royal's Country Teacher”. The Ministry of Finance saw that those who donate money for Teachers and Education Personnel Development Fund organized by the Ministry of Education should receive tax benefits under law principles and guidelines.
