The cabinet meeting on Tuesday 15, February 2011 has come to the following decision:
The Cabinet has endorsed the draft Supporting Fund for Learning Quality Improvement Act B.E. … which had previously been reviewed by the Office of the Council of State. The draft act will be sent to the Coordination Committee of the House of Representative (CCHR) for a further round of scrutiny before presenting it to the Lower House for its consideration. The Cabinet also endorsed the Council of State’s observation (by the 8th Council; relating to the format of enactment of legislations on tax collection) that draft legislations other than tax legislations should not include provisions that allow the collection of taxes for other purposes.
The Cabinet endorsed in principle the draft National Tourism Development Plan B.E. 2555-2559 (2012-2016) and has instructed relevant ministries and public agencies to formulate their work plans in accordance to the draft plan proposed by the National Tourism Policy Committee. The Cabinet also agreed that the additional suggestions and recommendations made by relevant agencies including the Ministry of Foreign Affairs, Ministry of Agriculture and Cooperatives, Ministry of Transport, Office of the National Economic and Social Development Board, Bureau of the Budget and Office of the Permanent Secretary of the Office of the Prime Minister should be incorporated into the stated draft plan.
The Cabinet has acknowledged the Report on Implementation of the Government Policy to Ensure Income Security for Senior Citizens Receiving Income Below Subsistence Level (Allowance Payment for Senior Citizens) submitted by the Cabinet Resolution Coordination and Mobilization Committee. Endorsement of Draft Specification of Construction Zone for Fourth Lao-Thai Friendship Bridge Linking Chiang Khong to HouayxayThe Cabinet has endorsed the Ministry of Transport’s draft specification of the construction zone for the Fourth Friendship Bridge linking Chiang Khong District (Chiang Rai Province, Thailand) to Houayxay District (Lao PDR). Following the Cabinet’s approval, the Director-General of the Department of Highway, in his capacity as the Chairman of the Project Coordination Committee, represented Thailand at the signing ceremony of the Memorandum of Understanding between the two countries. Outcome of 7th Thailand-Cambodia General Border Committee (GBC) Meeting The Cabinet has endorsed the minutes of the 7th Thailand-Cambodia General Border Committee (GBC) Meeting submitted by the Ministry of Defense (MOD). The documents will be presented to the Parliament for its approval in compliance with Article 190 of the Constitution of the Kingdom of Thailand B.E. 2550 (2007).
Highlights of Agenda:
The Ministry of Defense (MOD) reported on the outcome of the 7th Thailand-Cambodia General Border Committee (GBC) Meeting held on 30 October B.E. 2553 (2010) at Dusit Thani Pattaya Hotel in Chonburi Province, Thailand. The meeting was jointly chaired by Defense Minister General Prawit Wongsuwan and his Cambodian counterpart Deputy Prime Minister and Defense Minister General Tea Banh. The key objectives of the meeting were for both representatives to acknowledge the collaboration between the armies of both countries and to jointly consider and endorse 15 outstanding issues. The Ministry of Defense has subsequently submitted the minutes of the 7th GBC meeting to the Cabinet for its endorsement before forwarding it to the Parliament for its approval as stipulated by Article 190(2) of the Constitution of the Kingdom of Thailand B.E. 2550 (2007).
The Cabinet has approved an additional budget allowance of Baht 34,273,000 for the Ministry of Education’s (MOE) annual budget for fiscal year B.E. 2554 (2011). The requested additional budget allocation will be used to 1) supplement the ministry’s emergency expenditure budget (Baht 19,273,000), and 2) to organize the 10th High-Level Meeting on Public Education (Baht 15,000,000). The Office of the Permanent Secretary of the Ministry of Education will submit relevant work plans and budget expenditure proposals to the Bureau of the Budget to finalize the allocation agreement.
