The Cabinet has endorsed the following proposals by the Office of the Council of State:

2.1 Due to the fact that (i) the draft Royal Thai Police Act (Amendment No. …) B.E. … and the draft Salary and Position Allowance Act (Amendment No. …) B.E. … are currently in the process of being submitted to His Majesty the King for the affixation of his Royal Signature; and (ii) the Draft Legislation on Teachers’ Academic Standing and Position Allowances for Teachers and Educational Personnel (Amendment No. … ) B.E. … has passed the final reading by Parliament and is now forwarded to Secretariat of the Cabinet for its submission to His Majesty the King for his Royal Approval, the Cabinet has therefore assigned the National Committee on Public Sector to adjust the salary rates of police, teachers and educational personnel as stipulated in the draft Royal Decree on the Adjustment of Salary Rate to be in compliance with the aforementioned draft legislations.
2.2 In response to the possible legal impediments and discrimination problems arising from enactment of the draft Royal Decree on the Adjustment of Position Allowance and Other Benefits for Senators, Members of the House of Representatives and Committee Members (Amendment No. …) B.E. …, the Cabinet has decided to select the first draft, which is drafted in accordance to the Cabinet’s intention to increase the position allowance and provide additional allowances starting 1 April B.E. 2554 (2011). In addition, the increment of position and other additional allowances for members of the House of Representatives will only take effect after the next general elections.
3. The National Committee on Public Sector Compensation has been instructed to perform all necessary actions to adjust the salaries and position allowances following the enactment of the draft acts stipulating the adjustment of salaries, position allowances and other benefits, and the draft Royal Decree on the Adjustment of Salary, Position Allowances and Other Remunerations of the President and Judges of the Constitution Court, President and Commissioners of the Election Commission, the Ombudsman, President and Commissioners of the National Anti-Corruption Commission, and President and Commissioners of the Auditor General B.E. …
The Cabinet has endorsed in principle the following proposals by the Ministry of Commerce:
1. The Prime Minister’s Office Regulation on National Income Insurance Scheme for Farmers B.E. … . The draft regulation will be forwarded to the Office of the Council of State for further review and actions.
2. The manual for the registration of economic crop farmers and the manual to prepare contracts for farmer income insurance.
The Cabinet has agreed to a second round increase in the reference prices and quotas for the Rice Farmers’ Income Guarantee Scheme B.E. 2553/54 (2010/11) according to the National Rice Policy Board Resolution No. 2/2554 on 7 March B.E. 2554 (2011). In addition, the Cabinet has also instructed the Ministry of Agriculture and Cooperatives and relevant agencies to closely monitor and inspect the registration of rice farmers to ensure their thoroughness and accuracy especially in irrigated areas.
1. Adjustment of Reference Prices
The Cabinet has agreed to increase the reference prices for three types of rice to ensure they reflect the current production costs: 1) Pathum Thani rice was adjusted from Baht 11,000 to Baht 11,500 baht per ton; 2) white rice was adjusted from Baht 10,000 to Baht 11,000 per ton, and; 3) sticky rice was adjusted from Baht 9,500 to Baht 10,000 baht per ton.
2. Adjustment of Guaranteed Quotas
The Cabinet has agreed to increase the quotas from 25 tons to 30 tons per household for all three types of rice under the Farmer’s Income Guarantee Scheme.

3. Relevant public agencies are required to report its progress on the implementation of the committee’s recommendations to the designated Civil Service Inspection and Evaluation Committee every six months.
The Cabinet has endorsed the following proposals by the Ministry of Public Health:
1. Designate the Permanent Secretary of the Ministry of Public Health (MOPH) or representative as the Thai signatory to the “Agreement Amending and Extending the Research and Technical Collaboration between the Ministry of Public Health and US Centers for Disease Control and Prevention, Department of Health and Human Services”
2. The Ministry of Foreign Affairs will prepare the instrument of Full Powers to enable the Permanent Secretary of the Ministry of Public Health or representative to be the official Thai signatory of the aforementioned agreement. Key Points of the Agreement:
2.1 The Thai Ministry of Public Health and the US Centers for Disease Control and Prevention, Department of Health and Human Services, worked closely to produce the new and amended agreement, which will define the collaboration framework between both organizations.
2.2 The Permanent Secretary of the Ministry of Public Health or representative shall be the designated Thai signatory of the agreement as it is the responsibly of the Ministry of Public Health to ensure that stipulated academic and educational collaboration on public health matters are carried out accordingly.
