The cabinet meeting on Tuesday 14, June 2011 has come to the following decision
The Cabinet acknowledged the announcement made by Wage Commission on the second proposal of the Wage Standards based on skill level dated 29 April 2011 as proposed by the Ministry of Labor, which was published in the Royal Gazette.
The Ministry of Labor reported that the meeting of the Wage Commission on 28th April 2011 unanimously approved applying wage standard based on skills to 11 profession. It will be based on skills level using the national standard to measure knowledge and abilities. The measure will enter into force 90 days after it is announced in the Royal Gazette. The purpose of the measure is to provides employees who’ve passed the National Labor standards and who working in job that requires skill access to knowledge and additional skills so there wage will match their skill levels in respective professions.
The Cabinet acknowledged and approved recommendations by the Disaster Relief Fund Commission. The Office of the Prime Minister proposes.
1. Acknowledge assessment report on assisting victims who were affected by the spill.
2. Approved additional amendments made to the Cabinet resolution on 7 June 2011 concerning action to resolve the issue in the case of sugar spill in Chao Phraya River near Khao Tong district in Phra Nakhon Si Ayutthaya province. The amendment, Article 4, state; "Provide assistance to fish farmers as proposed by Minister of Agriculture and Cooperatives through 2 additional measures:
1) Provide assistance as stipulated by the Ministry of Finance via government advances to help victims of disasters and emergencies (2003 as amended).
2) Assist fish farmers who concurred a lost of 60 percent in production via Funds for Victims Affected by Disaster; Office of the Prime Minister.”
The Cabinet Ministers acknowledged the Ministry of Finance’s report on the implementation of the Cabinet’s resolution on compensation for farmers and income insurance scheme for farmers and rice producers (2009/2010)
The Cabinet Secretariat has been coordinating with the Bank for Agriculture and Agricultural Cooperatives (BAAC) to follow up on progress of the rural payments, farmer’s income, and income insurance scheme for farmers and rice producer (2009/2010) during the period 15 March -25 April 2010 (only Pathum Thani rice seeds are compensated on 22 March -11 April 2011). Additional compensation are made to farmers who produce 1,807,716 tons of rice worth 651.73 million baht, which are classified as (1) non-glutinous rice- 5% ,1,725,324 tons of rice worth 633.56 million baht; (2) Pathum Thani Rice at approximately 82 392 tons worth 18.17 million baht. These figures were proposed by the Ministry of Commerce while the Ministry of Finance and the BAAC said that they have implemented in providing compensation for farmers as well as income insurance scheme (2006/2010) to 76 798 farmers worth 386,298,234.52 baht. The measure is divided into 2 schemes, the first scheme is provided to 8794 farmers worth 12,637,606.12 baht and the second scheme is provided to 68,004 farmers worth 373,660,628.40 Baht
The Cabinet acknowledged Thailand’s attendance of the meeting on International Atomic Energy Agency's Ministerial Conference on Nuclear Security in Vienna on 20-24 June 2011 as stated by the Ministry of Foreign Affairs. In terms of adopting the Draft Declaration the Cabinet asked The Ministry of Foreign Affairs and representatives who attended the meeting look through the draft declaration to see if there are binding elements that may affect the next Cabinet.
