The cabinet meeting on Tuesday 16, August 2011 has come to the following decision:
The Cabinet acknowledged the summary report of the Secretariat to the Prime Minister on the visit of the Prime Minister to areas affected by floods during 13-14 August 2011. The Prime Minister, together with the Deputy Prime Minister and Minister of Interior (Yongyuth Vichaidith), Minister of Social Development and Human Security, Minister of Agriculture and Cooperatives, Minister of Natural Resources and Environment, Minister of Transportation, Minister of Public Health, Deputy Minister of Agriculture and Cooperatives, Deputy Minister of Public Health, along with heads of government agencies, visited the people in local areas affected by the floods to monitor the situation.
The Prime Minister carried out official duties in visiting the people in affected areas to give moral support and deliver survival kits, in view of alleviating the immediate sufferings of the people in the affected areas. Apart from this, the Prime Minister also held meetings with local government officials and other related agencies, acknowledging reports of the situation, the level of damage, the assistance provided to the people, and additional assistance requests to the government.
In this regard, the Prime Minister gave the following policy directions as guidance for government agencies to implement:
1. Immediate solutions
Provincial authorities are to implement immediate measures to the fullest of their abilities and in fulfillment of the needs of the people affected
The Ministries of Social Development and Human Security, Transportation, Agriculture and Cooperatives, Interior and Public Health are to expedite related measures to rehabilitate the people in the local areas affected and in those areas where the situation has subsided, so as to guarantee their return to normal life as soon as possible.
All related agencies are to monitor the situation and report to the Prime Minister from time to time. Agencies are also to publicize Hotline 1111 as the channel to receive complaints, grievances or transmit information, in order to expedite assistance measures rapidly.
The Ministry of Agriculture and Cooperatives and Ministry of Interior shall be co-hosts in considering the approach to protect and alert disasters in other provinces that are at risk of possible floods, as well as solve other problems and issues that may arise.
2. Long-term solutions
The Ministry of Agriculture and Cooperatives shall assemble data and proposed measures in the integrated approach to solve pending problems. In addition, obstacles faced in the connection of the sewage system, to solve the flooding problem in the Yom River area, shall be reported to the Prime Minister in due course.
The Ministry of Agriculture and Cooperatives and Minister of Natural Resources and Environment shall expedite the Cabinet Resolution as of 11 August 2011 and hold a Workshop with related agencies to discuss the approach to prevent a repeat of the flooding situation and to more effectively manage water basins. The Cabinet shall be reported on this as soon as possible.
