The cabinet meeting on Thursday 6, September 2011 has come to the following decision:
The cabinet approved the Draft decree on the Medal of Celebration in Honor of His Majesty the King Bhumipol Aduldej on the occasion of his 7-round birthday, December 5, 2001 B.E………… according to what the Ministry of Finance had proposed, and assigned the Office of the Council of State to urgently examine and implement the draft decree.
Facts
The Ministry of Finance proposed that the Committee of the Medal of Celebration in Honor to His Majesty the King Bhumipol Aduldej and Token Medal according to the Act of the Medal of Celebration in Honor to His Majesty the King Bhumipol Aduldej and Token Medal 2005, section 3 had approved to make the Medal of Celebration in Honor of His Majesty the King Bhumipol Aduldej on the occasion of his 7-round birthday, December 5, 2001. The Ministry of Finance suggested that the Medal of Celebration in Honor of His Majesty the King Bhumipol Aduldej on the occasion of his 7-round birthday, December 5, 2001 should be made not more than 100,000 silver medals for male type, and not more than 84,000 medals for female type. Each medal costs 1,500 Baht. The Ministry of Finance scheduled to sell the medals nationwide on November 1, 2011.
Main points of the draft decree
1. Approving the Medal of Celebration in Honor of His Majesty the King Bhumipol Aduldej on the occasion of his 7-round birthday, December 5, 2001. All details of the medal are described. Moreover, the draft decree is subject to come into force one day after being published in the Royal Thai Government Gazette (article 2, and article 3).
2. Allowing people to ornament a medal (article 4)
3. Properly ornamenting a medal in the same way as the insignia, or ornamenting by neck-hanging, or by any other methods without silk (article 5)
4. Assigning the Treasury Department, the Ministry of Finance to be responsible for making and selling the medal (article 6)
The cabinet approved the draft decree on scoping the expropriated land in Nakhonsawantok sub-district, Nakhonsawan district, Nakhonsawan, B.E…… according to what the Ministry of Transport had proposed, and passed on to the Office of the Council of State to have it examined and implemented.
Facts
According to the report of the Department of Rural Roads, the Ministry of Transport proposed as following,
1. Having surveyed and designed the details of the construction and rural roads expansion projects, a link between national highway no. 1 and Krailas road. The projects aim to improve the traffic and transportation system in the city in order to make it more convenient, quick, and safe. Moreover, the projects also aim to solve the traffic congestion in Nakhonsawan city, and provide a shortcut for people in order to respond to the urban expansion which respond and support the development strategies in the area of infrastructure. In this occasion, the Ministry of Transport supported the scoping of the expropriated land so that the officials or representatives can survey and access the facts about the expropriated real estate.
2. There must be a public hearing from the affected people towards the road construction projects aforementioned.
Main points of the draft decree
Scoping the expropriated land in Nakhonsawantok sub-district, Nakhonsawan district, Nakhonsawan. The narrowest part is 200 meter wide. The widest part is 500 meter wide. The scope must be in accordance with the attached map.
The cabinet authorized the Office of the Election Commission of Thailand to adjust a working plan, and a budget plan 2011 in order to take a part of the budget from the plans to be the budget used for the Member of the House of Representative election at Nongkhai 2nd electorate, and the Member of the House of Representative election at Sukhothai 3rd electorate. After that, if the budget were inadequate, the cabinet would assigned the Office of the Election Commission of Thailand to ask for a financial support according to necessity and appropriateness case by case, based on the comment of the Bureau of the Budget.
The cabinet approved according to what the Ministry of Agriculture and Cooperatives had proposed as following,
1. Approving the support for flood-affected cane farmers who did not register with the Department of Agricultural Extension, but registered as cane farmers according to the Act on cane and sugar 1984 with the Office of the Cane and Sugar Board, the Ministry of Industry. The farmers can ask for the support according to the Cabinet Resolution on August 25, 2011.
2. Approving the amendment from article (7) “Department of Agricultural Extension, Department of Fisheries, Department of Livestock Development examine the documents , collect and send to the Bank for Agriculture and Agricultural Co-Operatives, Head Quarter, article (8) the Bank for Agriculture and Agricultural Co-Operatives, Head Quarter asks for the periodic payments approval from the Bureau of the Budget” to be article (7) “Department of Agricultural Extension, Department of Fisheries, Department of Livestock Development examine the documents, collect and send to the Bureau of the Budget, and submit an application for approval at the same time. The application of approval is considered an application of budget allocation approval of the Bank for Agriculture and Agricultural Co-Operatives”
