The cabinet meeting on Tuesday 13, September 2011 has come to the following decision:
The Cabinet approved the draft Announcement from the Office of the Prime Minister on expropriation of immovable property in Tambon Nong Tam Lueng, Amphur Phanthong and Tambol Don Hua Lor, Amphur Muang, Chonburi as an urgent case as proposed by the Ministry of Transport. The draft announcement was passed to the committee for reviewing draft laws and draft auxiliary regulation and proposed to the Cabinet to review before proceeding.
The gist of the draft announcement of the Office of the Prime Minister - The Department of Rural Roads needed to receive immovable property for building the overpass crossing the railways in the area of rural road chor bor 3022 for the public good.
The Cabinet acknowledged the status of the budget of the fiscal year 2011 and approved the measure to increase efficiency of spending budget of the fiscal year 2011, allowing ministers, state sectors state enterprises and other state organizations to continue being responsible for the budget as proposed by the Bureau of the Budget.
The Cabinet acknowledged the result of raising loans for debt restructuring according to Emergency Decree Authorizing the Ministry of Finance to Raise Loans for Restoring and Enhancing Economic Security B.E. 2552 as proposed by the Ministry of Finance.
The Ministry of Finance reported that debt restructuring had been processed with the credit limit of 40,000 million baht by selling 10-year inflation linked bonds in the fiscal year 2011 to persons and juridical persons from 11-13 July 2011. The yield consisted of (1) Interest Rate at 1.20 percent per annum (2) Inflation premium on interest rate (3) Inflation premium on principal. The distribution of the bond would be trough syndication since it was the first time to sell Thailand’s new government bond. Therefore, clarification and explanation to foreign and domestic investors were needed. The Hong Kong and Shanghai Banking Corporation Limited had been selected as the lead arranger, Sole Structuring Advisor, Global Coordinator, and Sole Bookrunner for both foreign and domestic investors. Also Krungthai Bank Public Public Company Limited and Siam Commercial Bank Public Company Limited and Kasikorn Bank Public Company Limited would perform as joint lead managers for the small investors in the country. The result of selling the bond from 11-13 July 2011, that had been registered on 14 July 2011 from the four banks, was totally 40,000 million baht .
The Cabinet approved the principle for assisting the victims of emergency disaster (flooding and landslide cases) in Uttaradit province by using the central budget for emergency cases for the fiscal year 2011 budget for distributing 5,000-baht monetary support to each household that had been affected by the disaster. According to the database of Uttaradit province, 705 households had been affected and it was expected to spend 3,525,00 baht according the initial evaluation. Uttaradit province required to vet through the correctness of information before proceeding payment as suggested by the Ministry of Interior. The Bureau of the Budget was assigned to allocate the budget directly to Government Savings Bank to deliver further helps to the victims.
The Ministry of Defense would attend he fifth meeting of Thai-Indonesian senior officials committee on 14 September 2011 at Dusit Thani Hotel, Bangkok. The Thai and Indonesian Commander-in-Chiefs would signed the draft minutes of meeting drafted by the joint secretariat of Thai-Indonesian senior officials committee during the fifth meeting of Thai-Indonesian senior officials committee. This was to be the frameworks of the meeting and negotiation between the Thai-Indonesian senior officials committee, which the Parliament approved. Being approved by the Parliament, the draft minutes of meeting would be applied as the framework of meeting and negotiation.
