The cabinet meeting on Tuesday 22, November 2011 has come to the following decision:
The cabinet approved the Draft Announcement from the Ministry of Finance on reduction of duty rate and exemption of customs duty according to Article 12 of the Royal Act on customs duty 2530 B.E. (No. …)(supplementary tax measures for supporting domestic Hybrid car production), which had been proposed by the Ministry of Finance. The cabinet also directed the Committee on Proving the Bill and Act to implement further process.
The cabinet allowed the Ministry of Finance to borrow money for loan debt construction modification and its details and conditions under the Royal Act allowing the Ministry of Finance to borrow money to recover and strengthen economic stability 2552 B.E. Details and conditions are as the Ministry of Finance had proposed.
The cabinet approved the principle for the Bank for Agriculture and Agricultural Co-operatives to borrow money as working capital for the In-Season Rice Pawn Project 2554/2555 from various monetary institutions both in government and private sectors within 269,160 million Baht. The Ministry of Finance guarantees the borrowing. The Bank for Agriculture and Agricultural Co-operatives presents details and directions to the Committee on National Rice Policy, which later presents to the cabinet for approval.
The cabinet acknowledged the report on people relief and government’s policy implementation regarding drug problem which Deputy Prime Minister (Capt. Chalerm Yuubamrung) is responsible for according to the cabinet synopsis on September 6, 2011, proposed by the Ministry of Justice. Gist as follows:
Office of the Narcotics Control Board, under Ministry of Justice, reported that the Prime Minister had assigned Deputy Prime Minister Minister (Capt. Chalerm Yuubamrung) to deal with drug problems. Gist as follows:
1. Inauguration of Winning the Narcotics National Agenda Project: to understand and integrate concepts according to Winning the Narcotics Strategy which is the main strategy to prevent and solve the drug problem of the government. Moreover, the project aims to promote the understanding in the project’s direction.
2. 4 Winning the Narcotics Campaigns, as follows:
1). Establishing working mechanism which is composed of Office of the Narcotics Control Board in ministry level, establishing office for the Office of the Narcotics Control Board, setting up special mechanism for 3 strategic areas namely Office of the Narcotics Control Board in Northern boundary, Bangkok and outskirts, and the three most Southern parts of Thailand, appointing various relevant sub-committees
2). Drafting plans in different levels to back up the campaign such as 7 main integration with the central part plans, integration plans and budget distributed to the area, joint conference between Office of the Narcotics Control Board and Ministry of Interior and conducting a presentation in provincial level on September 22-23, 2011, and directing provinces to set up action plans within October.
3). Preparing for the implementation process such as recruitment and seminar for the operation team in district level, providing location for the drug-addicted recovery camp : 1 district 1 camp, setting up the team for arresting main drug dealers according to objective of preparing for Operation Room of Office of the Narcotics Control Board and reporting system.
3. Setting up direction for narcotics management and law enforcement, direction for drug-addicted recovery, direction for immunity creation and drug prevention in schools, and direction for solution for narcotics problem in Bangkok and outskirts which will back up the plan for Winning the Narcotics.
4. Conducting a workshop on drug prevention in the Northern part of Thailand so as to brainstorm the directions from various sectors, analyzing the solution to drug situation in order to integrate and aggregate data and news. Setting up solution approaches such as monitoring border areas which are places that drugs are prevailing and preventing the precursors by using district-level mechanism, district-level integrating plan for areas as well as increasing and strengthening people power such as guard team and letting them contribute to the drug prevention process
5. Conducting conference among community leaders to address drug problem in Bangkok areas according to Strategic Plan for Winning the Narcotics, giving policy direction on the aforementioned strategy by presenting Strategic Plan for Narcotics Problem Solution in Bangkok to government sector and civil society in 2,003 communities in Bangkok
6. Conducting conference between Metropolitan Police Bureau and directors of Office of the Narcotics Control Board to address drug problem in Bangkok, setting up action plan for Winning the Narcotics Strategy to follow outcomes as well as problems, and considering further solution approaches
The cabinet approved what the Committee on National Climate Change Policy had proposed. Gist as follows:
1. Approving the framework of negotiation for the 15th United Nations Framework Convention on Climate Change and 5th Kyoto Protocol (COP 15/CMP 15) which were acknowledged by the parliament as a framework used in the Conference of Parties on the 17th United Nations Framework Convention on Climate Change and 7th Kyoto Protocol (COP 17/CMP 17)
2. Approving the draft framework of negotiation for the United Nations Framework Convention on Climate Change and Kyoto Protocol as main frameworks, and ordering the draft framework of negotiation for the United Nations Framework Convention on Climate Change and Kyoto Protocol to be presented to the parliament according to the Article 190 section 3 of the constitution of the Kingdom of Thailand
