The cabinet meeting on Tuesday 6, December 2011 has come to the following decision:
The cabinet approved of the draft decree to expropriate the land to expand the National Highway Route No. 4 following the proposal made by the Ministry of Transport and suggested to proceed the plan.
The gist of the draft decree is to demarcate the expropriated land of 400 squaremeters based on the said decree in Khoa Chaison, Phatthalung province.
Following the proposal made by the Ministry of Transport regarding land development in the expressway area, the cabinet acknowledged and made a recommendation to turn the area for public interest and commercial space in alignment with the Expressway Authority of Thailand’s master plan. This, however, has to be in agreement with EXAT’s Act of 2007.
Following the meeting (2/2011) on 30 November 2011, the Board of Center for Road Safety is in agreement with the integrated plans to prevent and reduce road accidents during the New Year festival. The main scheme in the campaign is set to prevent and reduce road accidents. The board suggested involved agencies, including provinces and districts to use the scheme as a framework in an attempt to reduce loss of life and property more effectively.
The cabinet recognized and endorsed various proposals made by Office of the National Economics and Social Development Board (NESDB) and Strategic Committee for Reconstruction and Future Development (SCRF) as follows:
1. Acknowledged SCRF’s result of the meeting (1/2011)
2. Approved of the plan to establish Secretary Office of SCRF to act as a subdivision in the Office of the National Economic and Social Development Board.
3. Approved of the plan to set up manpower unit of 30 officials within SCRF whereby the Office of Public Sector Development Commission Thailand (OPDC) will consider the extra support of personnel from the Leadership Development through the Action Learning Program.
4. The SCRF is endowed with an amount of 150 million baht as per the cost of operations from budget for fiscal year 2012 and the central budget funds under the rules and conditions of the fiscal year budget of 2011. However, total budget plan will be re-evaluated by the Office of the National Economics and Social Development Board.
Following the meeting (3/2011) on 3 March 2011, the Commission on Higher Education agreed on the plan to integrate and fuse a number of higher education institutions. The objective is to strengthen the management and quality of higher education in the country. It also aims to meet the needs of local communities. The Office of the Higher Education Commission will be responsible for the proposal to fuse public higher education institutes in various provinces with an aim to create provincial high education institutes as follows:
1. Set up a single university in Chomphon, as proposed by the province, by fusing Maejo Chumphon and King Mongkut's Institute of Technology Ladkrabang Chomphon campus together.
2. Set up a university in the upper south in Surat Thani province by fusing Suratthani Rajabhat University and Prince of Sonkhla University Surat Thani campus together.
3. Set up King Taksin University by fusing Rajamangala Universityof Technology Lanna Tak and Ramphaeng phet Rajabhat University Maesot together as initially proposed by Tak province.
4. Set up a central university in Kalasin, as proposed by Kalasin province, by fusing Kalasin Rajabhat University and Rajamangala University of Technology Isan Kalasin Campus together.
5. Set up Ranong University, as proposed by Ranong province, by merging Bankhai Technical College and Technical Maptaphut College together. This is the current model of the establishment of King Mungkut's University of Technology North Bangkok.
6. Set up a university in the Andaman coast region, proposed by Krabi province, by merging Kasetsart University Krabi campus, Institute of Physical Education Krabi campus and Krabi College Agriculture and Technology.
Another main objective of this policy is that, when promulgated and enforced by the Ministry of Education, it will be used as a blueprint in determining the establishment of new public universities.
