The cabinet meeting on Teusday 13, December 2011 has come to the following decision:
The cabinet approved the draft royal decree calling for the parliament meeting on the ordinary legislation session 2011 from December 21, 2011 onwards as proposed by the Secretariat of the Cabinet. The draft royal decree will then be sent for His Majesty the King’s approval.
With the starting date of the ordinary legislation session approaching, the Secretariat of the Cabinet decided to propose the draft royal decree to the cabinet so that the parliament meeting can start from December 21, 2011 onwards.
The cabinet approved 25 million baht of emergency budget to support the Mae Fah Luang Foundation as proposed by the Budget Bureau. The budget will be disbursed by the Prime Minister’s Office according to the 2012 budget disbursement rules. Further detail will be discussed between the Prime Minister’s Office and the Budget Bureau.
The cabinet agreed to the principles of additional special helps to flood affected farmers 2011 as proposed by the Ministry of Agriculture and Cooperatives. The principles stated that flood affected farmers who haven’t registered with related offices such as the Department of Agricultural Extension, Department of Fisheries, Department of Livestock Development and the Office of the Cane and Sugar Board can register with the related offices for help as approved by the cabinet meeting August 25, 2011.
The cabinet acknowledged the facilitation and security plan for New Year festival 2012 by the Ministry of Transport.
The Ministry of Transport prepared the plan by taking the past flood crisis into consideration. Due to the flood, transportation networks as well as household’s vehicles were widely destroyed. Hence, the Ministry of Transport expects more usage of public transportation which will lead to the public’s expectation towards the government to facilitate on this matter. The plan will also conform to the government’s policy as stated to the parliament on August 23, 2011 that the government will try to lessen the number of accident and lost from traffic accidents and the Moscow Declaration in which the UN declared 2011-2020 as the decade of traffic safety on March 2, 2011. The plan aims to create “Happy Convenient and Safe” trips to the public during the coming New Year festivals when a great number of people will travel back to their hometowns or go for New Year trips. The Ministry of Transport will facilitate and increase the number of all types of public transportation. Public highways as well as bypass roads will be repaired while the Ministry will also publicize and provide suggestion on directions and routes so that the travelers can prepare in advance. The project duration is December 29, 2011 to January 4, 2012.
The cabinet agreed to the draft Memorandum Of Understand between the Ministry of Petroleum of the Republic of Angola and the Ministry of Energy of the Kingdom of Thailand on the petroleum cooperation and related industries as proposed by the Ministry of Energy. The Ministry of Foreign Affairs was assigned to prepare the Full Power letter for the signatory who has to be the Minister of Energy or his attorney-in-fact.
