The cabinet meeting on Monday 19, December 2011 has come to the following decision:

Subject: Kalasin University Bill of BE…

The Cabinet has approved the Bill of Kalasin University in BE…, proposed by the Ministry of Education, and passed it to the Office of the Juridical Council to consider. The Bill will then be passed to the Coordinating Committees of the House of Representatives to examine before proposing to the House of Representatives later on.

Subject: Loan Warranty for Rice Market Intervention Project of 2009/10

The Cabinet has extended the due date for loan warranty within 121,619,981.18 baht until the Bureau of the Budget is able to completely allocate the budget to the Rice Market Intervention Project of 2009/10. The Ministry of Agriculture and Cooperatives has proposed that the Ministry of Finance should be the warrantor, while the government will be assigned to refund the capital and the interest from the loan. In that order, the Ministry of Agriculture and Cooperatives, the Ministry of Commerce, and other concerning authorities will apply the suggestions from Office of the National Economic and Social Development Board into the process.

Subject: A request for an approval of the special payment for officers with full-position salary

The Cabinet has approved the special payment for National Housing Authority’s officers who have a full-position salary. The payment will be carried out from the fiscal year of 2011 (considering from the achievement of 2010 fiscal year) and so on, according to the resolution from the 5/2011meeting of the State Enterprises Workers’ Relation Committees on May 24th, 2011. The proposals from the Ministry of Social Development and Human Security are as follows:

1. If the officer has passed level 1 of performance assessment or received a half-position salary raise, he/she can disburse the maximum salary of the current position.

2. If the officer has passed level 2-3 of performance assessment or received a one-position salary raise, he/she can disburse 2% special payment.

3. If the officer has passed level 4 of performance assessment or received a one-half-position salary raise, he/she can disburse 4% special payment (the proportion of the officers in this case is 25% of the overall officers with full-position salary).

4. If the officer has passed level 5 of performance assessment or received a two-position salary raise, he/she can disburse 6% special payment (the proportion of the officers in this case is 10% of the overall officers with full-position salary).

The payment stated above is not considered as a part of the salary but is considered as a temporary payment. It is not a basic condition for considering officers’ privileges. The National Housing Authority has estimated the special payment to be approximately 5,538,360 baht per year.

Subject: A proposal to increase the expenditure estimate for the Ad Hoc Committee’s Contemplations

The cabinet agreed to increase 2012 expenditure estimate which Bureau of the Budget Thailand proposed to the Ad Hoc Committee considered Annual Appropriations Act of Parliament 2012, House of Representatives to continue the process.

Also, the government services, public enterprises, and other institutes should check the lists of the expenditure estimates which were proposed to be increased in the consideration of the Ad Hoc Committee considered Annual Appropriations Act of Parliament 2011. If any institute agrees that there are other exigent reports or the government occasions which need the expenditure estimates to be increased, such as the budget for Narcotics Control Board, restore the buildings and laboratory of Ministry of Science and Technology, the president of the units should hasten to corporate and confirm with Bureau of the Budget Thailand.

Subject: Report the Flood Relief Operation Center progresses in helping flood victims

The Cabinet acknowledged the progresses of the Flood Relief Operation Center. Pol. Gen. Pracha Promnog, the Minister of Ministry of Justice and the director of Flood Relief Operation Center (FROC), concluded:

The government established Flood Relief Operation Center (FROC) to be responsible in proposing, planning, cooperating and processing the flood relief. Also, it is an organization which conjugates government and private firms to help flood victims effectively. Moreover, the order from the Prime Minister, 17/2011, sets FROC to be the controlee unit of the Prime Minister in preventing and relieving the disaster, and being the center in directing the way to solve the problems and help flood victims. Furthermore, it has power in managing and using resources such as the soldiers, polices, civil officers, local officers and private sections to aid people, renovate the damages, and fasten the drain system under the 31st section of Disaster Prevention and Relief Act of Parliament 2007.

Subject: A request for Approval in an Agreement between Royal Thai Police and New Zealand Police in Preventing Transnational Crimes and developing the Cooperation between Polices

The Cabinet agreed and approved what the Royal Thai Police has requested as follows:

1. Approved the agreement between Royal Thai Police and New Zealand Police in Preventing Transnational Crimes and developing the Cooperation between Polices

2. Approved the authority to the National Police Chief or the person who is responsible to sign the agreement in.

3. Approved the Minister of Foreign Affairs to gives the full power document to National Police Chief or who is responsible in.

4. In case there is a necessity to miscellaneous changes the agreement in, the Royal Police can perform without the Cabinet approval.

Subject: Signing the Memorandum Of Understand between Start Oceanic Administration of China and the Ministry of Natural Resources and Environment

The Cabinet approved to the Minister of Natural Resources and Environment to sign the Memorandum of Understand between Start Oceanic Administration of China and the Ministry of Natural Resources and Environment about the ocean cooperation instead of the Deputy of Natural Resources and Environment.

Furthermore, Ministry of Natural Resources and Environment stated that the Ministry of Foreign Affairs mentioned that Mr. Xi Jinping, Vice President of the People's Republic of China wish to have an official visit to Thailand this December 22-24 to the strengthen the relationship between Thailand and China. Two countries should use this opportunity to have the signing memorandum of understand ceremony or the plans in process. The Memorandum of Understand between Start Oceanic Administration of China and the Ministry of Natural Resources and Environment is one of the documents that can push forward the signing of Chinese Vice President.
