The cabinet meeting on Teusday 27, December 2011 has come to the following decision:

Title: The first car measure

?The cabinet approved the first car measure proposed by the Ministry of Finance, as follows:

1. Fossil fuel consumption rate and renewable energy use can be indicated from CO2 emission whose current standard has not come into force yet. Therefore, the cabinet agreed with maintaining size of the engine at not more than 1,500 cubic centimeters of cylinder capacity.

2. The Ministry of Finance sets up a regulation, and condition for transferring car ownership within 5 years so the condition gets along with the real practice.

3. The Comptroller General’s Department sets up a regulation, direction, and condition for refund, total number of money refunded from purchasers, a direction to get a refund in case the purchasers offend the condition.

Title: financial policy stance 2555

?The cabinet approved in principle of the financial policy stance 2555 proposed by the Minister of Finance, as follows:? The Minister of Finance and the Governor of Bank of Thailand as a chairman of Monetary Policy Committee signed an MOU on setting the financial policy stance 2555. Gist as follows:

1. The financial policy stance to maintain price stability in 2555 is set up at annual general inflation rate 3%. This rate can be deviated from the mean +_ 1.5%

2. A co-meeting between the Ministry of Finance and Bank of Thailand is scheduled to take place every quarter, or when both sides agree that the financial policy stance should be followed up in order that both sides effectively achieve the goal.

3. In case the general inflation rate fluctuates beyond the point which has been planned, Monetary Policy Committee has to report the causes, solutions, and period of time expecting that the general inflation rate will swing back to normalcy, as well as report a progress of the solution process.

4. In case there is emergency need, the Minister of Finance and Monetary Policy Committee can have a co-meeting to adjust the financial policy stance before presenting to the cabinet.

Title: Flood Recovery and Restoration Committee’s minute of meeting no. 3/2554

?The cabinet considered the plan/project for flood-victim recovery in terms of economy, industry, and well-being which the Flood Recovery and Restoration Committee initially had approved in principle, as follows:

1. To approve Work for Flood project initiated by the Ministry of Interior worth 283.5 million Baht.

2. To approve the budget for agricultural flood-victim relief 2554 added by the Ministry of Agriculture and Cooperatives worth 18895.91 million Baht.

Title: Deployment of the troops to join the United Nations Military Observer Group in the Republic of India and the Islamic Republic of Pakistan (UNMOGIP)

?The cabinet approved a proposal from the Ministry of Defense which had requested to let Royal Thai Army, under the Ministry of Defense, deploy the troops to join the United Nations Military Observer Group in the Republic of India and the Islamic Republic of Pakistan (UNMOGIP). Soldiers who participate in this mission are granted the right to count their office hours in a multiple way according to article 24 of the Act on civil servant pension 2494 as well as the right to have their special pension during the emergency time according to the Ministry of Defense’s regulation on special pension during the emergency time 2529 covering all time in duty. Moreover, serving this mission is considered serving special governmental service according to what the Ministry of Defense has directed. Those rights also cover officials from the Ministry of Defense deployed to a logistical mission, inspection, or any duty as commanded. The Ministry of Foreign Affairs will confirm with the United Nations later.

Title: Reinventing civil servant human resource system in universities

The cabinet approved in principle of the draft Royal Decree on civil servants and non-civil-servant directors salary (No…..B.E………) proposed by the Ministry of Education. After the proposal is approved, it will be passed to the Office of the Council of State for consideration and further implementation. Moreover, the cabinet approved in principle and assigned Bureau of the Budget to fund the Ministry of Education with 940,000 Baht so they can address a new system used with civil servants working at universities according to a new human resource system.
