The cabinet meeting on Wednesday 4, January 2012 has come to the following decision:
The cabinet approved the draft regulations on expenditure related to training, event organizing and international conference, following Finance Ministry’s proposal. The proposal was handed down to the Office of the Audit Committee for further inspection and implementation.
The following is the draft’s summary:
1. Append additional terms related to disbursement and evidence on spending in concurrence with Finance Ministry’s regulations.
?2. Amend article 7 to “in cases where any governmental department failed to comply with the regulations, the head of involved department is to make agreement with Finance Ministry provided it is responsible for the regulations covering the training, event organizing and international conference expenditure (2006) with additional clauses.” Discretion must be rendered by the head of a concerned department in providing imbursement where a request fell outside the said regulations or rendered additional consideration (e.g. a training purchases 100,000 baht worth radiation detectors for attendees at the expense of fundraising from them and in exchange of a loaptop or providing an electronic document for attendees, etc.).
The cabinet approved measures to stimulate tourism in the post-crisis and duly assigned relevant agencies to carry out the plan in line with Ministry of Tourism’s recommendation. As for the insurance coverage on disaster and accident among in-coming foreigners, decision must be in alingement with the Bureau of the Budget.
??The cabinet approved of the project in assisting and rehabilitating the flood victims, following the proposal made by Flood Recovery and Restoration Committee on Infrastructure and duly proposed the budget amounting to 11,026.607 million baht (whereby the Bureau of the Budget will take charge in future implementations).
The cabinet approved of Office of the Public Sector Development Commission Thailand (OPDC)’s suggestion as detailed:
1. Acknowledged the World Bank’s ease of doing business report 2012 where Thailand is ranked 17th out of 183 countries.
2. Acknowledged the following:
2.1 Designated relevant agencies to implement and improve the capacity of business engagement in Thailand in order to increase the ranking.
2.2 Designated Bureau of the Budget to consider the implementation concerning the improvement of the report and work with involved agencies. In addition, Budget Bureau is to provide financial support to the OPDC in order to conduct research on the improvement of the country’s benchmarking and apply the knowledge to the context of Thai businesses.
2.3 Designated the Office of the Juridical Council to conduct a research and improve laws that may impede the process among various agencies in concurrence with the report.
2.4 Designated Ministry of Information and Communication Technology to support and develop online service system so to facilitate the process within various agencies.
2.5 Designated the OPDC to report the progress of the implementation from all involved agencies responsible of the said measures every six months.
The cabinet designated relevant agencies to carry out the resolved resolutions following Trade and Economic Cooperation Sub-Committee’s decision in order to achieve concrete result according to Commerce Ministry’s suggestions. In addition, Finance Ministry is to monitor all implementations’ process derived from the meeting.
