The cabinet meeting on Tuesday, 10 January 2012 has come to the following decision:
The cabinet approved the draft Royal Decree on creating, using, and showing standard label B.E….. proposed by the Ministry of Industry. The cabinet also passed this draft Royal Decree to the Office of the Council of State for further consideration and implementation.
The cabinet acknowledged a plan for improving and extending electricity distribution system No. 10 Year 2551-2554 (edited version) worth 26,364.92 million Baht and a plan for improving and extending electricity distribution system No. 11 Year 2555-2559 worth 55,167.37 million Baht of Metropolitan Electricity Authority proposed by the Ministry of Interior. Those plans had been approved by Office of the National Economic and Social Development Board and Energy Regulatory Commission.
The cabinet allowed the Provincial Electricity Authority to request for the short-term loan: O/D to any bank which proposes the most suitable condition. Therefore, this sum of money is kept as reserve to enhance financial liquidity in case of emergency use for 1 year (January-December 2555) worth 4,500 million Baht. The request was proposed by the Ministry of Interior. However, this request is not guaranteed by the Ministry of Finance.
The cabinet acknowledged in principle of the Free Committee on Fact-finding for National Reconciliation resolution, chaired by Deputy Prime Minister (Mr. Yongyooth Wichaidit) proposed by Office of the Permanent Secretary, the Prime Minister’s Office Gist
The Free Committee on Fact-finding for National Reconciliation conducted a meeting No. 1/2555 on January 6, 2012 and acknowledged in principle to suggest measures, mechanisms, and directions to promote political violence victim relief and rehabilitation which is an extraordinary compensation, rehabilitation, and relief process. This process comes through financial compensation and other means as well as career opportunity and opportunity to lead normal lives. Moreover, its standard is equal to international standard of the United Nations and other countries compensation rate. It also gets along with the Free Committee on Fact-finding for National Reconciliation resolution that compensation and relief is the most important factor to create unity in the country. This is different from compensation in normal cases in the way that the current compensation and relief shows the state’s responsibility to respond to its failure to control political violence leading to damage. Moreover, it shows that the state is willing to take responsible for every damaged sector involved. The compensation and relief covers every sector which have been victimized namely people, civil servants, members of the press, private sectors as well as victims’ families from the political violence before the Coup on September 19, 2006 to April to May, 2010.
?The cabinet acknowledged and approved what the Office of the National Economic and Social Development Board had proposed, as follows:
1. To acknowledge minute of the 4th Greater Mekong Subregion Summit at Naypyidaw, the Republic of the Union of Myanmar on December 19-20, 2011
2. To approve a proposal on an urgent operational plan to support GMS: Greater Mekong Subregion’s operational plan and to assign the sector involved, coordinating with the Office of the National Economic and Social Development Board to implement the plan
