The cabinet meeting on Sunday, 15 January 2012 has come to the following decision:
The cabinet assigned Office of the Juridical Council to consider the statue of the Secretariat of the House of Representatives and Secretariat of the Senate. If proven that both Houses are no longer subject to the Act, the council is to further examine the draft decree according to the Liability for Wrongful Act of Officials, B.E. 2539 (1996) with further proceeding.
The cabinet acknowledged the Office of the National Economic and Social Development Board’s suggestions as follows:
1. Approved of the methods and implementations related to cabinet’s official duty in the Northern areas of Thailand whereby relevant agencies were appointed to draft detailed projects and ask for permission for future execution.
2. Approved of water management plan to alleviate water shortages and flooding in the Upper Northern provinces. Following the official visit, the government instructed that Strategic Committee for Water Resources Management considers conducting action plan so to effectively integrate with the existing water management.
3. Approved of One-Day Tour project in line with current project on improved Mae San-Tung Kwian reservoir. The government appointed Lampang and Thai Elephant Conservation Center to include the said project into its provincial development plan for subsequent budget allocation.
4. Approved of the principles related to the enhancement of Wua Lai community project in an attempt to improve tourism.
5. Approved of Science Park and Technology Park in the North and appointed Ministry of Science and Technology and Chiang Mai University to take charge of theses integrated projects, as well as conduct a clear business plan.
6. Designated Commerce Ministry to consider the increase of rice pick-up centers so to facilitate farmers in Mea-Tiang district, Chiang Mai.
The cabinet approved of the royal consecration to honor His Royal Highness Prince Mahidol’s contribution to Thai higher education on the occasion of his 120th birthday anniversary (1 January 2012). Following the Ministry of Education’s proposal on cultural exchange project between Thailand and India between 2012 and 2014, the cabinet acknowledged and approved the following:
1. Approved of the plan to have cultural exchange program with India in the year 2012 -2014.
2. Approved Permanent Secretary of Culture Ministry or relevant agencies to formally sign the agreement.
3. Appointed Foreign Ministry to provide Full power of attorney to Permanent Secretary or Deputy Secretary of Ministry of Culture to sign the said agreement.
4. The plan can be altered, if needed, so long as it does not contradict the intent of the agreement stipulated by the cabinet.
The cabinet agreed to call off the cabinet’s resolution on 26 April 2011 pertaining to the establishment of vocational institutes in concurrence with Vocational Education Act of 2008. The cabinet, in turn, approved the draft regulation to establish vocational schools, following the Education Ministry’s proposal. The plan was handed down to the Council of State for further consideration in tandem with representatives from Labor Ministry, Industry Ministry, Office of Budget and Office of the National Economic and Social Development Board. The plan also included the set up of provincial vocational institutes. This proposal is due to be presented during the cabinet meeting in the future.
