The cabinet meeting on Tuesday, 24 January 2012 has come to the following decision:
The cabinet acknowledged in principle of the draft decree on regional constituency and agricultural representative election (No…) B.E…. according to a proposal from the Ministry of Agriculture and Cooperatives. Then the cabinet passed the draft decree to the Office of the Council of State for further consideration and implementation. Gist of the draft decree as follows:
?To amend the draft decree on regional constituency and agricultural representative election B.E. 2554 No. 3 (3) by adding Bueng Kan province.
1. To approve any operations under the Agricultural Institution Capacity Building Project with the purpose of stabilizing rubber price. Moreover, the cabinet agreed with the short-term resolution for smoked rubber sheets as unsalable agricultural products.
2. To approve the rice pledge project worth 15,000 million Baht so as to follow the Agricultural Institution Capacity Building Project.
3. To approve central government budget 2555: reserve budget for emergency or necessary use in order to fund projects under the Agricultural Institution Capacity Building Project; therefore, the rubber price is stabilized. Moreover, the cabinet endorsed the short-term resolution for smoked rubber sheets as unsalable agricultural products. Both of them worth 1,335.937 million Baht.
1. Office of the Permanent Secretary of the Prime Minister cooperated with Office of the Civil Service Commission (OCSC) to manage the decree on official news and information for civil servants B.E. 2540 through OCSC’s electronic learning system. Participation is required from every governmental agency whose civil servants are continuously sent to the training course according to the decree on official news and information for civil servants B.E. 2540 through OCSC’s electronic learning system. Moreover, personal indicator is needed.
2. Every ministry, department, provincial authority, and local authority prepares a course regarding the decree on official news and information for civil servants B.E. 2540 or adds lesson on the decree on official news and information for civil servants B.E. 2540 in each department’s training course.
?The cabinet acknowledged a report on flood victim relief effort by Ministry of Labor according to the cabinet’s resolution (November 8, 2011) title: plan/ project and budget for flood victim relief (social aspect) presented by the Ministry of Labor. ?Gist as follows:
?As a result of the flood crisis, damages to companies and employees have been widely caused. According to the information from Flood Victim Relief Center at December 29, 2011, there are 28,679 damaged companies, 993,944 affected employees, 85 companies which laid out their employees, and 23,315 laid-out employees. Most companies have been severely damaged; therefore, they have to temporarily quit in order to fix production equipment and to restore the companies. This results in unemployment. The Ministry of Labor has thus come up with flood victim relief effort to help companies, both unemployed and employed employees, as well as aliens.
The cabinet acknowledged and approved the proposal from Ministry of Foreign Affairs, as follows:
1. To approve ta draft treaty between Thailand and India on sentenced prisoner extradition (treaty on prisoner transfer)?
2. To appoint Minister of Foreign Affairs or an assigned person to ratify the treaty
3. To approve the Ministry of Foreign Affairs to ratify the treaty and exchange the ratified one with India in an appropriate occasion
4. In case an amendment of the treaty on some unimportant article is needed before the ratification, the Ministry of Foreign Affairs is authorized to implement it without presenting to the cabinet for consideration once again
