The cabinet meeting on Tuesday, 31 January 2012 has come to the following decision:
The cabinet acknowledged in principle of the Prime Minister’s Office’s draft regulation on Women Development Fund B.E. 2555 according to the proposal from the Secretariat of the Prime Minister. Then the draft regulation will be passed to Office of the Council of State for further inspection and returned to the Secretary-General of the Prime Minister.
The Prime Minister’s Office’s draft regulation on Women Development Fund B.E. 2555 contains 11 sections and 52 articles, as follow:
1st section: Glossary such as definitions of fund, member, women organization, committee, office, etc.
2nd section: National Women Development Fund’s objectives and financial sources
3rd section: National Women Development Fund’s membership concerning types of membership which consists of individual, and women organization. Moreover, this section focuses on membership application, and membership invalidity
4th section: Various issues concerning Committee on the National Women Development Fund such as the chairmanship taken by the Prime Minister, and the vice-chairmanship by Minister of Interior, Minister of Social Development and Human Security, Minister to the Prime Minister’s Office, and Secretary-General of the Prime Minister.
There are 10 official committees, 15 eminent persons from organizations for women, and 5 eminent persons appointed as committees. Moreover, the Director of National Women Development Fund, and Director of Office of Women’s Affairs and Family Development assume the committee and joint-secretary positions.

The cabinet approved Sugarcane primary price in harvesting season 2554/2555 setting in a ratio of 1,000.00 Baht per sugarcane ton at sweet level of 10 C.C.S. or 94.05% out of national average sugarcane price at 1,063.31 Baht per sugarcane ton. Moreover, the cabinet set the sugar primary return of production and sale rate in harvesting season 2554/2555 at 428.57 Baht per sugarcane ton according to the proposal from Ministry of Industry.
?The cabinet acknowledged in principle of the consideration for flood relief budget worth 5,000 Baht (addition) for each household in 53 provinces, and request for central government budget for flood relief and recovery according to the Committee on Flood Relief and Recovery’s resolution 1/2555. All of them had been proposed by the Ministry of Interior, as follows:
1. To acknowledge in principle of the framework on flood relief covering 53 provinces which have been flooded yet still waiting for help. This acknowledgement of relief is granted to 273, 422 households worth 1,367,110,000 Baht. It is approved by the central government budget and household framework according to the cabinet’s resolution on 15th November, 2011 for 62 provinces. As for now, according to the household framework, there still are 769,813 households which have never approached the assistance effort. The budget is enough for every household. The outcome must be presented to the cabinet for further consideration.
2. To acknowledge in principle of the additional relief effort granted to Bangkok areas. This covers 467,887 households worth 2,339,435,000 Baht which is acquired through additional central government budget. Moreover, the relief effort must be completed in 45 days since the cabinet’s acknowledgement. The cabinet also extended the period of time for flood relief worth 5,000 Baht per household in Bangkok areas to the same time the cabinet’s resolution on this issue comes out. The outcome must be presented to the cabinet for further consideration.
1. To acknowledge in principle of the draft Memorandum of Understanding on the Establishment of the BIMSTEC Cultural Industries Commission-BCIC and BIMSTEC Cultural Industries Observatory-BCIO
2. To appoint Minister of Foreign Affairs to sign the Memorandum of Understanding on the Establishment of the BIMSTEC Cultural Industries Commission-BCIC and BIMSTEC Cultural Industries Observatory-BCIO
The cabinet directed Ministry of Foreign Affairs to utilize central government budget: reserve for emergency or necessary use worth 2,262,070.40 US dollar or approximately 72,386,253 Baht (exchange rate: 1 US dollar = 32 Baht) as operational cost (supply, preservation, and distribution) to pay for World Food Programme-WFP due to the proposal from Ministry of Foreign Affairs. In this occasion, the Ministry of Foreign Affairs has to discuss in detail with Bureau of the Budget according to the Bureau of the Budget’s view.
