The cabinet meeting on Tuesday, 28 February 2012 has come to the following decision:
The Cabinet approved of domestic loans for Provincial Electricity Authority (PEA) amounting to 2,930 million baht for its long-term investment plan. The plan will be commenced this year with its first stage, including an implementation support plan (phase three) with instalments of loans until its completion under Finance Ministry. The disbursement can be made without PEA’s loan guarantee.
The capinet aprroved of the dissolution of Thai Plywood Company and suggested it to follow the process of the law as proposed by Ministry of Natural Resources and Environment.
The Cabinet approved of the resolution following National Rice Policy Committee in the meeting (1/2012) on 1 February 2012, proposed by Ministry of Agriculture and Cooperatives. The detail is as follows:
1. Approved to extend the period of remedying farmers having harvested and sold (during1 June to 31 July 2011) from 1 March - 30 April 2012 with the rate of 1,438 baht per ton within the total budget of 57.94 million baht. Additional assistance to farmers must not apply to the same farmers already received the pledge.
2. Approved of the plan to have farmers harvest their rained-rice for the second time and discontinued their rights to participate the said assistance scheme. These farmers must have their respective village chief verify that they had already harvested during the first round in order to begin the next one. In addition,Alpha the Bank for Agriculture and Agricultural Cooperatives is to deduct the amount received from the assistance scheme from the farmer’s bank account before paying them their paddy pledge as agreed by both parties.
3. Approved of the principles of granting farmers the rights to participate in the remedy program and the rice pledge scheme (of one rice paddy per head).
The Cabinet approved of the measures and guidelines to accelerate the fiscal year 2012 budget, following the National Public Spending Monitoring Committee’s resolutionchaired by Deputy Prime Minister Kittirat Na Ranong and according to the recommendation made by Finance Ministry.
Finance Ministry reported that the committee has determined measures and implementation plans as follows:
?1. Measures to accelerate the spending of fiscal year 2012
1.1 Climing expense of the spending budget at least 72 percent of the total budget expenditure of each department.
1.2 Climing expense of the budget as a whole by at least by 93 percent of the total budget expenditure or2,380,000 million baht
?1.3 Claiming of flood-assistance related expenses to be made with emergency fund and the fiscal year 2011 of theamount approved at 100 percent rate. The detail is as folows:
The Cabinet approved of the Country Programming Framework (CPF) 2012 —2016 and other related activities and projects to be held under the auspices of Agriculture and Cooperatives Ministry. The ministry is able to alter various frameworks outside CPF’s core principles without the Cabinet’s approval. The Agriculture Minister is also to sign the cooperation framework alongside the representatives of Food and Agriculture Organization of the United Nations (FAO).
