The cabinet meeting on Tuesday, 6 March 2012 has come to the following decision:

Topic: Draft regulation to exempt license fees for the first use of fishing vessels of less than 20 tons.

The cabinet approved of the draft regulation to exempt license fees for the first use of fishing vessels of less than 20 tons. The Council of State considered the measure and approved of further proceedings. The regulation will be enforced until 31 December 2012.

Topic: Budget proposal to improve warning system in the country under Strategic Committee for Water Resources Management (SCWRM) at the Ministry of Information and Communication Technology (MICT).

The cabinet approved of the budget proposal worth 424 million baht from the support of the annual budget 2012 and reserved funds for emergency situations under SCWRM’s integrated and sustainable plan for flood mitigation and emergency flood recovery scheme. It was determined to set up at MICT conditioned to the establishment of the Team of Reference (TOR) and technical procedures approved by the MICT in line with Science and Technology Minstry’s initial proposal. The budget scheme was approved by the Bureau of the Budget. However, MICT, Natural Resources and Environment Ministry and Interior Ministry are subject to receive approval from Finance Ministry and Ministry of Social Development and Human Security.

Topic: Suggestion on rules and procedures in financial remedy for the loss of life and organs due to the effect of violence and political conflict.

The cabinet approved of the Truth and Reconciliation Commission of Thailand (TRCT)’s proposal. With the case of Mr. Hiroyuki Muramoto and Mr. Fabiio Polenghi, the cabinet agreed to have relevant agencies accelerate the process by following the rules regarding financial remedy for the victim during the political violence (2005-2009) proposed by the TRCT. Additionally the cabinet ratified the resolution made on 10 January 2012 to provide a financial assistance of 4.5 million baht to relatives of the said casualties.

Topic: Assistance measures for entrepreneurs having been affected by the great flood.

The cabinet approved the decision to have civil services, enterprises and governmental organizations adopt the same assistance measure following 2/2012 meeting on 13 January 2012, 5/2012 on 16 February and 6/2012 on 23 February 2012. It also designated the Interior Ministry to enforce the said measure for the procurement in local governments as well as local governments with special governing system with further consideration from the Council of State. These agencies must be cautious and treat all parties in the same way so to guarantee equal treatment.

Topic: The 1st meeting of the Strategic Committee for Water Management and Flooding.

The cabinet acknowledged and approved of the plan proposed by Science and Technology Minister Mr. Plodprasop Surassawadee as follows:

1. Appointed the Science and Technology Minister as a committee member in Strategic Committee for National Flood and Water Management Policy.

2. Appointed the director of Department of Natural Parks, Wildlife and Plant Conservation, director of Department of Forestry and director of Department of Water Resources as working committees in Strategic Committee for Water Management and Flooding.

3. Acknowledged the principles and immediate implementation plans to solve flood problems with accumulated budget of 41,328,820,500 baht for 149 projects following Strategic Committee for Water Management and Flooding’s resolution during the committee meeting 1/2012 on 5 March 2012. Additionally, it was instructed to conduct a working plan with detailed proposal for further approval.

Topic: The approval of the 2nd draft Ministerial Declaration on transport development in Asia and the Pacific.

The cabinet approved of the draft before Transport Ministry proceed the plan suggested as follows:

1. United Nations Economics and Social Commission for Asia and the Pacific (UNESCAP) organizes a ministerial meeting every 5 years to provide a platform between ESCAP county members and policy makers regarding the transportation development in Asia and the Pacific. The 1st meeting was held during 6-12 November 2006 at Pusan, South Korea. Pusan Declaration on transportation development in the region was adopted under the Regional Action Plan, Phase 1 (2007-2011). Following the UNESCAP annual meeting on 19-25 May 2011, another miniterial meeting was called in the same year to dicuss on the issue furhter with a focus on a assessment plan on a regional level following the previous action plan. In addition, it called for the consideration of the approval for the 2nd phase of the plan (2012-1016). However, due to the unexpected flash flood, the meeting was postponed to the first quarter of 2012.

2. After the flooding subsided, the meeting was scheduled to take place between 12 and 16 March 2012 at Queen Sirikit National Convention Center Bangkok.

Topic: Revision of cabinet’s resolution on 3 May 2011 regarding the request of a budget increase for university employees.

The cabinet approved of the revision initially made on 3 May 2011.

“…approve the increase of budget for the employment of university staffs with the remuneration of the public institution of higher education from the income of the universities with the total amont of 397.21 million baht.”

“…approve the increase of budget for the employment of university staffs with the remuneration of the public institution of higher education from April to September 2011 from the current expenditure of 2012, central budget and the reserved funds for emergency situations with the total amount of 386.60 million baht with the following breakdowns:

1. 14 government-regulated/state universities with total budget of 239.66 million baht 2.15 public universities with total budget of 99.65 million baht3.50 Rajabhat and Rajamangala University of Technology universities with total budget of 47.29 million baht.”
