The cabinet meeting on Tuesday, 24 April 2012 has come to the following decision:
The cabinet acknowledged the Royal Decree on re-election in the 3rd constituency at Chiang Mai in order to fill in the vacant position B.E…. The election date was set on June 2, 2012, according to Office of the Election Commission of Thailand’s proposal.
The cabinet approved Office of the Public Sector Development Commission’s proposal on a plan for good governance in governmental agencies promotion and improvement for sustainable administration. The plan would be later presented to involved agencies coordinating with the Office of the Public Sector Development Commission for the implementation process. The budget is subtracted from remaining budget of the Structural Adjustment Loan (SAL) which is under the Office of the Public Sector Development Commission’s administrative reform plan. Further steps are under the authority of Ministry of Finance.
The cabinet acknowledged and approved Ministry of Finance’s proposal. Gist as follows:
1. Approving measures on SMEs capacity building
2. Approving a distribution of not-more-than 7,325 million Baht budget for the project. In this regard, responsible agencies can request for the budget which is actually necessary from Bureau of the Budget.
3. Approving drafting principles of 3 Royal Decrees
The Ministry of Finance provided a financial and tariff measures for eliminating SMEs problems and obstacles in three aspects such as 1). Productivity upgrading 2). Funding sources support and 3). Relieving the cost burden originated from higher wage.
The cabinet approved Ministry of Finance’s proposal on an amendment of principles and directions for car rental for administrative use. Gist as follows:
1. Limiting a period of car rental for administrative use for 5 years
2. Reducing car rental rate to 10 % in order to promote worthwhileness and reduction of governmental agency’s budget
The cabinet acknowledged and approved Ministry of Social Development and Human Security’s proposal. Gist as follows:
1. Acknowledging (Draft) Bilateral MOU between Ministry of Social Development and Human Security of the Kingdom of Thailand and Committee on Ethnicity of the Socialist Republic of Vietnam on ethnic minority affairs
2. Appointing Minister of Social Development and Human Security to sign the MOU on behalf of the Thai government and appointing Ministry of Foreign Affairs to provide Full Powers to the aforementioned signatory person
Acknowledging the amendment of terms in the (Draft) MOU only if those terms are not important main ideas. After being consulted with Ministry of Foreign Affairs, the amendment can be conducted before the signature.
