The cabinet meeting on Tuesday, 10 April 2012 has come to the following decision:
The cabinet acknowledged in the principle of Ministry of Commerce’s Royal Decree on declaring weapons and vehicles as prohibited exports to the Republic of Cote d'Ivoire as well as the uncut diamond as prohibited imports from the Republic of Cote d'Ivoire B.E…. (sanction measures against the Republic of Cote d'Ivoire) according to the Ministry of Commerce’s proposal. The Royal Decree will be sent to the Committee on Law and Sub-Decree Examination for further presentation to the cabinet and implementation.
The cabinet acknowledged civil servants’ and official employees’ income promotion according to Office of The Civil Service Commission’s proposal. Gist as follows:
1. Civil servant section
(1) A salary rate for new civil servants must be consistent with the government’s policy in the next 2 years. For Bachelor’s degree civil servants, the second-year salary rate is 15,000 Baht while the first-year salary rate is 13,300 Baht. For vocational diploma civil servants, the second-year salary rate is 11,500 Baht while the first-year salary rate is 10,200 Baht (the difference between a salary rate for vocational diploma and Bachelor’s degree must be maintained). For vocational certificate civil servants, the second-year salary rate is 9,400 Baht while the first-year salary rate is 8,300 Baht (the difference between a salary rate for vocational certificate and vocational diploma must be maintained). Moreover, a salary rate for civil servants with other degrees must be consistent with the difference among the aforementioned degrees.
(2) There must be a twice compensation for civil servants who are affected by the promotion. The compensation is scheduled to be imposed at the same time as the promotion for the first and second years enter into force. The government will provide a compensation for civil servants who entered into the system before the promotion. The compensation is valid for at least 10 years (approximately 1-10 years of work).
2. Other types of civil servant and official employees
In order to promote an effective and equal promotion for civil servants’ income and compensation for affected civil servants and official employees which are scheduled to be imposed within 2 years, the cabinet assigned secretariat of the Committee of Civil Servant and Official Employee Human Resources Division to present the issue to involved committee for comment enquiry before presenting to the cabinet for 2556-2557 fiscal budget approval. Then, the promotion can enter into force.
A promotion for Civil servants’ salary rate, and a compensation for affected civil servants’ as well as official employees’ salary rate enter into force for the first year since January 1, 2013, and for the second year since January 1, 2014.
The cabinet approved a proposal from Ministry of Tourism & Sports. Gist as follows:
1. The cabinet approved preparation and signature of an agreement between Thailand and World Tourism Organization on the 24th joint conference between Regional Committee for East Asia and the Pacific and Regional Committee for South Asia. In case some unimportant parts of the agreement must be amended, Ministry of Tourism & Sports is authorized to do without the cabinet’s second consideration.
2. The cabinet appointed Minister of Tourism & Sports to sign the agreement on tourism cooperation between Thailand and World Tourism Organization (specifying position). In case the Minister of Tourism & Sports cannot sign the agreement, Minister of Foreign Affairs is authorized to replace.
3. The cabinet assigned Ministry of Foreign Affairs to provide Full Powers to the former signatory.
The cabinet approved a termination of reservation no. 16 on family and marriage rights under the Convention on the Elimination of All Forms of Discrimination against Women according to Ministry of Social Development and Human Security’s proposal. Gist as follows:
1. After Thailand had become a party of the Convention on the Elimination of All Forms of Discrimination against Women, Thailand delivered CEDAW implementation report no. 4-5 (total report) to the United Nations Committee on the Elimination of All Forms of Discrimination against Women in 2002 and to the United Nations Committee on the Elimination of All Forms of Discrimination against Women in the 34th General Assembly on January 20, 2006. The United Nations Committee on the Elimination of All Forms of Discrimination against Women then delivered a concern over Thailand’s reservation no. 16, and suggested that Thailand should set the exact time for reservation no. 16 termination.
2. The gist of reservation no. 16 under the Convention on the Elimination of All Forms of Discrimination against Women focuses on family and marriage rights. It states that all women and men have equal rights concerning marriage, divorce, child guardianship, responsibility for children, family name, occupation, and property ownership. After Thailand had delivered CEDAW implementation report no. 4-5 (total report) to the United Nations Committee on the Elimination of All Forms of Discrimination against Women in 2002, Thailand conducted an amendment of several laws in order to promote equal family and marriage rights between women and men. Therefore, it is time for Thailand to terminate the reservation no. 16 under the Convention on the Elimination of All Forms of Discrimination against Women.
The cabinet 50 three year-domestic scholarships for Ministry of Agriculture and Cooperatives officials at Asian Institute of Technology (2013-2017) according to a proposal from Ministry of Agriculture and Cooperatives. The cabinet also approved a budget worth 55,700,000 Baht subtracted from 2556-2560 fiscal year. Scholarship winners are binding until 2564 fiscal year.
