The cabinet meeting on Tuesday, 13 March 2012 has come to the following decision:
The Cabinet approved the following
1. Appointed the Council of State, Office of the National Economic and Social Development Board (NESBD) and Finance Ministry, following a proposal made by Secretary of Council of State, to proceed on the special economic zones and present progress to the Cabinet.
2. Appointed the Interior Ministry to revise the decree and consult relevant agencies to ascertain coherence and consistency before presenting it to the Cabinet for further consideration.
3. Appointed Finance Ministry to follow up with the Office of the National Economic and Social Development Board in order to consider further process.
The Cabinet approved of the Foreign Agricultural Strategic Planning B.E.2555-2559 (2012-2016) proposed by Agriculture and Cooperatives Ministry, following Ministry of Agriculture and Cooperatives’ proposal. The Cabinet appointed Agriculture Ministry to follow up with Foreign Ministry, Natural Resources and Environment Ministry, Science and Technology Ministry, Industry Ministry and Office of the National Economic and Social Development Board in order to consider further process.
1. Committee on Agriculture and Cooperative Development Policy and Planning Meeting (1/2011) on 3 February 2011 chaired by Agriculture and Cooperatives Minister has acknowledged the progress in implementing Foreign Agricultural Strategic Planning and come up with a resolution to appoint a working team and adopted recommendations from Committee on Agriculture and Cooperative Development Policy and Planning to further develop the strategic planning. Further progress is however subject to the Cabinet’s consideration and approval.
2. The working team of Foreign Agricultural Strategic Planning meeting (2/2011) on 20 June 2011 chaired by Secretary-general, Office of Agricultural Economics. The strategic planning was co-developed by NESBD representatives following the committee’s proposal.
The Cabinet acknowledged various progresses from the Bureau of the Budget regarding the recovery efforts. The major affected victims made up of the citizens, each of whose households received 5,000 baht. As of now, the Bureau of the Budget has allocated assistance budget to 2,635,111 households, which totaled 13,175.56 million baht. Department of Disaster Prevention and Mitigation has scrutinized the spending and duly informed Government Savings Bank. As of now (7 March 2012), the bank has allocated the budgets to 1,706,000 households totaling 8,530.00 million baht.
The Cabinet approved of the resolution emanated from the Scrutinizing Committee of the Council of Ministers 1 (Security and Infrastructure) chaired by Deputy Prime Minister Yongyuth Wichaidit in accordance with SBPAC’s resolution 1/2012 (3 February 2012). The Cabinet appointed SBPCA and relevant agencies to proceed the plan based on the resolution in accord with the rules of law and relevant Cabinet’s resolutions. The Cabinet also instructed SBPCA to condilidate its efforts with the Office of Civil Service Commission.
The Cabinet recognized and approved of the recommendation made by Energy Ministry following these topics:
1. Approved of the draft joint statement on the establishment of a forum to discuss about energy issues between Thailand and the Philippines. It also approved the ministry to consider the adjustment of the draft statement (non-essential parts in cooperation) before the signing of the joint statement.
2. Approved to have the Secretary of Energy Ministry sign the joint statement with the Philippines counterpart.
3. Approved the Foreign Ministry to issue a full power of attorney form to the secretary for the said matter.
