The cabinet meeting on Tuesday, 3 July 2012 has come to the following decision
The Cabinet approved the guideline of the Draft Decree of the Government Organization and the role of Royal Aide-De-Camp Department, following the Defence Ministry’s recommendation. The document is to be handed to the Council of the State for further consideration.
1. The amendment of the Draft Decree of the Government Organization and the role of Royal Aide-De-Camp Department, Ministry of Defence B.E. 2552 (2009) to allocate roles of the Royal Aide-De-Camp Department. By so doing, it proposed the inclusion of Bureau of Special Affairs, which will be directly in charged by the Royal Aide-De-Camp Department in an attempt to handle increased number of tasks.
2. The recommendation was derived from the vision to improve efficiency of existing project implementations, from a number of Royal projects to assistance projects in neighboring countries and local schemes to help flood effected groups.
Amending the decree by appointing Bureau of Special Affairs to be directly under the mandate of the Royal Aide-De-Camp Department, Ministry of Defence.
The Cabinet approved the draft plan for Women’s Development Plan in the eleventh National Economic and Social Development B.E. 2555-2559 (2012-2016), following the recommendation by Ministry of Social Development and Human security.
1. The draft plan for Women’s Development Plan in the eleventh National Economic and Social Development B.E. 2555-2559 (2012-2016) will be an important tool for the public and private sector, as well as civil societies and organizations to utilize in as effort to enhance capacities and potentials of women with regards to the promotion of gender equality in the country during 2012-2016.
1.1. Vision: “Security and good standard of living” is part of the strategy in the eleventh National Economic and Social Development Plan
1.2 The draft is composed of 5 main strategies:
Strategy 1: Embed positive attitude and recognition of equality between men and women.
Objective : the creation of Thai society with equality, positive attitude and awareness in roles of women in various contexts, including in politics.
Strategy 2: Develop capacities and economic opportunities of women in Thai society.
Objective: Create a free and fair society whereby women of all groups have access to education and lifelong learning opportunities, as well as tools to develop themselves in other areas.
Strategy 3: Improve health conditions, living standard and human security
Objective: Women with good health, security and improved standard of living in family, community and social levels.
Strategy 4: Increase potential for women's participation in politics, management and decision-making at various levels.
Objective: Women have confidence, knowledge and understanding of political democracy and have the potential to participate in politics, management and decision-making process at various levels.
Strategy 5: Strengthen and develop the mechanisms and women's organizations at all levels
Objective: Women organizations at various levels with strengthened mechanisms and capacities to drive the development of women at all levels.
Following the request made by Ministry of Social Development and Human Security, the Cabinet approved the National Housing Authority to increase the special compensation scheme to officers stationing in risk-prone areas of three Southern provinces from 2,500 to 5,000 Baht per month. The measure will come into effect from 3 July 2012.
Essence of the recommendation:
1. There has constantly been insurgency in the areas of the Southern provinces. The National Housing Authority and Housing Department offices are located in the province of Narathiwat and with 4 employees working in the risk areas.
2. During the 4th Committee Meeting of the National Housing Authority (4/2012) on 24 March 2011, the suggestion to increase the special compensation on a monthly basis to officers stationing is the risk-prone areas was initiated. The increased amount was seen as a means to provide moral supports for the officers working amidst around-the-clock insurgencies. The first estimation was set out to 4 officers with the total annual salary of 240,000 Baht.
The Cabinet acknowledged and approved the resolution from the Cabinet Scrutiny Committee (Economic Division), chaired by Deputy Prime Minister Kittirat Na Ranong. The issues discussed as follow:
1. Acknowledged the bidding of the projects (contract 1-3) with STEC-UNIQ (SU) offering the lowest bid for the contract 1 (civil construction of Bang-sue central station and maintenance center)
2. Approved the readjustment of the investment budget for suburban railway (red line) Bang sue-Rangsit route, which the amount totaling 74,798,259,325 Baht. The amount in the 1st contract was readjusted from the initial 27,137,000,000 Baht to 29,828,259,325 Baht. The 2nd and 3rd contracts will be devised based on the previous investment amount having approved by the Cabinet. At any rate, the investment budget will have to be stabilized and controlled at an appropriate level.
3. Assigned to the State Railway of Thailand to detail the adjustment of the investment budget for the 1st contract and indicate reason(s) thereof. This will prove useful input for further budget allocation.
The Cabinet approved the preparation of the signing of the memorandum of understanding in education and research between the Kingdom of Thailand and the Republic of France, followin the Ministry of Education recommendation. However, the Education Ministry is to discuss further with Department of Treaties and Legal Affairs (Foreign Ministry) should there be further need to amend the document in
Essence of the document:
The said memorandum of understanding has common significance and would benefit education at all levels of the two countries, from basic education, vocational education and tertiary education. It also incorporates cooperation in various forms, such as high-level dialogue, exchange of teachers and educational personnel, research, exchange of young researchers, technical training, academic seminars and conferences, as well as the promotion of French language in Thailand.
