The cabinet meeting on Tuesday, 12 June 2012 has come to the following decision:
The cabinet acknowledged in the principle of the draft of the Royal Decree on annual fee exemption for factory entrepreneurs B.E…. according to Ministry of Industry’s proposal. The draft of the Royal Decree will be passed to Office of the Council of State for examination and further implementation process.
Fact
1. A rise in minimum wage entered into force since April 1, 2012 affects SMEs entrepreneurs in the way that cost of production in the part of wage rose up. Therefore, an annual fee exemption for factory entrepreneur type 2 and 3 should be enforced in order to relief factory entrepreneurs’ burden.
2. The annual fee exemption from September 1, 2012 to August 31, 2013 for factory entrepreneur type 2 and 3 which includes 90,501 factories results in a shortage of state’s revenue approximately worth 300 million Baht. The amount of money is not high when comparing with a good psychological feedback which relieves the factory entrepreneurs’ burden caused by the government’s minimum wage policy.
The cabinet acknowledged in the principle and budgetary framework worth 207,034,000 Baht for employing additional 3 professions (physician, dentist, and pharmacist). In this regard, Ministry of Public Health improves an action plan and a budget plan of B.E. 2555 fiscal year. The improvement aims at addressing delay in distributing the budget worth 50,000,000 Baht and the budget left from the B.E. 2555 fiscal year budget: central government budget for emergency and necessary cases worth 157,034,000 Baht. The Ministry of Public Health needs to work with Bureau of the Budget in order to discuss about the budget for B.E. 2556 fiscal year which is set as the budget for employing three additional professions according to the Bureau of the Budget’s comment.
The cabinet acknowledged the Strategic Plan for National Cigarette Control B.E. 2555-2557 proposed by Ministry of Public Health.
In this regard, responsible agencies need to accelerate providing an action plan and a budgetary plan for the Strategic Plan for National Cigarette Control B.E. 2555-2557 written in an annual governmental action plan in order to request for an annual budget. According to the Bureau of the Budget’s suggestion, private sector requests for financial support from Thai Health Promotion Foundation.
The cabinet approved the Scrutinizing Committee no. 5 (agricultural and tourist affairs) chaired by Deputy Prime Minister (Mr. Chumpol Silpa-archa) no. 1/2555 on Thursday 10th May, 2012. Gist as follows:
1. Approving a proposal for real estate classification in “Mae Jang forest”, Lam Pang (according to the cabinet resolution on August 15, 2000). In this regard, the proposal requested for amending the cabinet resolution on June 16, 1970 dividing the permanent forest “Mae Jang forest” covering 368 Rai into real estate for local people and for other public uses according to the cabinet resolution on August 15, 2000. Department of Lands is authorized to enforce the Lands Development Committee’s resolution no. 5/2553 on November 8, 2010.
2. Approving the real estate classification in Songkla (a proposal for reexamination of the cabinet resolution on September 21, 1982). The proposal requested for amending the cabinet resolution on September 21, 1982 in the part of real estate outside permanent forest which had never gone through survey for classification to switch responsible agencies from Agricultural Land Reform Office taking responsible for 4,760.902 square-meter areas to Committee on Land Administrative and responsible agencies which take care of further implementation.
The cabinet approved a proposal from Ministry of Information and Communication Technology, as follows:
1. Authorizing chief and deputy chief of Thai representatives with credentials with full power to participate in discussion, voting, and signing processes during the final round of the 25th Universal Postal Union Congress
2. Appointing Ministry of Foreign Affairs to establish credentials with full power for chief and deputy chief of Thai representatives to the 25th Universal Postal Union Congress held from September 24 to October 15, 2012 at Doha, Qatar.
