The cabinet meeting on Tuesday, 05 June 2012 has come to the following decision:
The Cabinet approved of the Restructuring of Ministries, Bureaus and Departments Act following the Council of the State’s previous examination. The bill is to be passed on to the Coordinating Committee of the House of Representatives before the House makes further consideration.
1. The restructure of the government entities into the following 7 agencies.
(1) Office of the Prime Minister;
(2) Office of the Permanent Secretary;
(3) Department of Children and Youth Affairs;
(4) Department of Elders Affairs;
(5) Department of Women and Family Affairs;
(6) Department of Public Welfare; and
(7) Promoting and Improving the Quality of Life of People with Disabilities Division
(Draft amendments Article 3 to Section 17).
2. The transfer of authority on laws, rules, regulations, announcements, orders, or Cabinet resolutions in the Ministry of Social Development and Human Security, and Government officers and agents in the old system in the Ministry to relevant agencies in restructuring the system within the Ministry (Section 4, 6, 9, 13, 16 and 19).
3. The transfer of the business, assets, rights, liabilities, obligations of the government employees, temporary employers and relevant personnel in the old system to a new government structure within the framework of Ministry of Social Development and Human Security (Section 5, 7, 10, 14, 17 and 20)
The Cabinet approved of tax incentives to support trade and services industry and domestic tourism and acknowledged measures in the draft of Royal Decree issued under the Revenue Code describing decrease of Value Added Tax (VAT) rate (No. …) B.E. .., following the recommendation by Ministry of Finance. Such measures are to be passed on to the Council of the State for further examination. The Ministry of Finance is to inform future progress to the Flood Recovery and Restoration Committee and Flood Recovery and Restoration Committee on Economy, Industry and Livelihood.
The Cabinet approved Mitsui Oil Exploration Company to transfer the concession No. 15/2550/91, Exploration of Gulf of Thailand Block G4/50 to Salamander Energy (Bualuang) Limited. The transaction was based on section 50 of Petroleum Act B.E. 2514 (1971), amended section 13 of Petroleum Act B.E. 2550 (2007), section 22 (7) of Petroleum Act B.E. 2514 (1971), amended section 6 of Petroleum Act B.E. 2550 (2007), following Ministry of Energy’s recommendation.
The Cabinet approved of the said Memorandum of Understanding between Central Institute of Forensic Science Thailand, Ministry of Justice and Foreign Agencies with three following institutes:
1. Victorian Institute of Forensic Medicine, Australia.
2. The Argentine Forensic Anthropology Team
3. Armed criminal investigation, Ministry of Defense, Republic of Korea.
The Cabinet responded to Ministry of Defence on the following grounds:
1. Designated the Ministry to organize the Memorandum of Understanding between the Ministry of Defence of the Kingdom of Thailand and the Ministry of Defence of the State of lsrael Related to Mutual Protection of Classified and Materials.
2. Designated the Ministry of Defence to sign the said Memorandum of Understanding on behalf of the Thai Government.
3. Should there be any changes occurred in the draft, the Ministry of Defence is granted permission to make those changes without altering the essence of the message itself.
The Cabinet approved of the proposals by Ministry of Education as follows:
1. Approved of the Education development plan for the disabled with five-year timeframe (2012-2017) by Education Ministry.
2. Designated relevant agencies to develop plans of actions for the disabled, laid out by the Education Development Plan with five-year timeframe (2012-2017) by the Ministry of Education.
