The cabinet meeting on Tuesday, 2 October 2012 has come to the following decision
The cabinet approved the Ministry of Finance’s proposal to extend for the measure to reduce cost of living on traveling expense and assigned the Ministry of Transport and the Ministry of Finance to study the approach for supporting this measure.
To compensate on this measure the cabinet authorized Bangkok Mass Transit Authority (BMTA) to make loan amount 1,512,000,000 baht and the State Railway of Thailand (SRT) ‘s loan amount 555,000,000 baht. The BMTA and the SRT new loan will be guaranteed by the Ministry of Finance.
The cabinet approved the proposal by Ministry of National Resources and Environment as following;
1. Approved Thailand to ratify an Agreement on the Establishment of the ASEAN Centre for Biodiversity
2. Authorized the Ministry of National Resources and Environment or his representative to sign on the Agreement.
3. Approved the Ministry of Foreign Affair to authorize full power to the Ministry of National Resources and Environment or his representative to sign on the Agreement approved by the Parliament, thereafter the Ministry of Foreign Affair will present ratification to the ASEAN Secretariat.
4. Approved budget amount 50,000 USD to finance ASEAN Biodiversity Fund.
The cabinet approved the following proposal of the Ministry of Finance
1. Acknowledged and approved an expansion of the loan of the Ministry of Finance for the Development Policy Loan: DPL (12,575.7853 million baht).
2. Acknowledged and approved the management of the left over amount for the masters’ scholarships of teachers in the Ministry of Education.
2.1 Acknowledged the left over amount of 14.10 million baht
2.2 Approved the operation of the project plan and the management of the left over amount for the Improvement of Vocational Education Project. The total amounts of scholarships are 46 scholarships (13.80 million baht).
2.3 Approved the Ministry of Education to commit the long term loan for the Improvement of Vocational Education Project.
3. Acknowledged and approved the management of the left over amount and the DPL loan:
3.1 Acknowledged the left over amount from the Ministry of Finance (512.538 million baht) and approved the budget for the construction of 56 buildings for the Ministry of Finance (509.600 million baht).
3.2 Acknowledged the left over amount from the Mahidol University (389,328,174.54 baht).
3.3 Acknowledged the left over amount from the Thai Red Cross Organization (120,543,100 baht).
4. Approved the management of reserved budget for:
4.1 Office of Permanent Secretary of the Ministry of Public Health (2,657,490.00 baht)
4.2 Department of Medical Services, Ministry of Public Health (181,151,34 baht)
4.3 Royal Irrigation Department, Ministry of Agriculture and Cooperatives (13,268,978.14 baht)
4.4 Department of Land Transport, Ministry of Transport (1,656,929.00 baht)
4.5 King Mongkut's University of Technology Thonburi (52,475,718.00 baht)
4.6 Royal Irrigation Department (24,461,500.00 baht)
5. Approved the changed details of the Project and each organization has to report the changed details to the Bureau of Budget within 15 days.
6. Approved the cancellation of the loan management for the construction Project in Phuket by the Treasury Department (2,428 million baht).
The cabinet approved Ministry of Agriculture and Cooperatives’s proposal, as follows:
- The cabinet approved draft of financial agreement on ASEAN Pesticide Residue Data Generation Project for Establishment of Codex MRLs
- The cabinet authorized the ASEAN Secretariat or his representative to sign the agreement
- The cabinet appointed the Minister of Foreign Affairs to inform The ASEAN Secretariat through Thailand's Permanent Representative to ASEAN that Thai Government has approved the Draft of Financial Agreement (FA) and approved the ASEAN Secretariat or his representative to sign the agreement.
Gist of Financial Agreement (FA) on ASEAN Pesticide Residue Data Generation Project for Establishment of Codex MRLs
Aims at clarifying criteria, directions, and conditions about processing the ASEAN STDF/PG/337 Project on collecting Pesticide Residue Data and enhancing the regional capacity to import following the international standard for Pesticide.
The implementation of the agreement started from 1 March 2012 to 27 February 2015. ASEAN is proceeding the FA under the professional standard and all parties have commitment on every legal action
ASEAN will work closely with United State Department of Agricultural (USDA) on general coordination.
ASEAN allowed the Secretariat of Joint FAO/WHO Meeting on Pesticide Residues (JMPR) to be consultant on academic purpose. The FA consists of 18 articles.
