The cabinet meeting on Tuesday, 7 August 2012 has come to the following decision
The cabinet approved the draft ministerial regulations on opening schools under the ministry of education, detailing and changing information in the memorandum of association and the required land for schools under the ministry of education purposed by the Ministry of Education and checked by the Office of the Juridical Council.
The main topics of the draft ministerial regulations are:
1. The format of the application form to set up schools under the ministry of education (draft no.1 and no.2)
2. Required documents from applicants for both individual and juristic person applicants (draft no3 and no.4)
3. The detail in the memorandum of association and the schools’ business (draft no.5 and no.6)
4. Criteria for issuing school license (draft no.7 and no.8)
5. Criteria, process and requirement for setting up schools, student hygiene and the usage of land and buildings specification (draft No.9 to no.25)
6. Criteria, process and requirement for changing the detail in the memorandum of association (draft no.26 and no.29)
7. Transitory provision for schools application prior to the enforcement of this ministerial regulations (draft no.30)
The cabinet agreed to provide additional support to construction businesses in the South as the result of flood. The support will be provided according to the agreed criteria during the 17th/ 2012 supplies committee meeting as purposed by the Ministry of Finance.
Ministry of Finance, the Comptroller General’s Department proposed to the supplies committee to consider providing additional support to construction businesses in the South who were affected by flood. The committee has agreed to provide the support with requirement as follows:
1. Support will be provided to businesses in 10 provinces: Surat thani, Nakon Srithammarat, Pattalung, Trang, Songkhla, Krabi, Chumporn, Phang-Nga, Naratiwat and Satool
2. Support will be provided to only construction businesses’ owners
3. The construction businesses that will be granted additional construction time must have construction contracts with government agencies or state-owned enterprises dated before 23 March 2011 or signed between 23 March 2011- 18 April 2011 but still under legal binding during 25 July 2011- 16 January 2012 with or without service delivery during that time. Those contracts there were revoked before 23 March 2011 aren’t entitled to receive this support
4. If the contracts follow no.1-3, the government agencies shall extend the contract for 60 days
5. Any interested construction business must apply to the binding agency within 60 days after the cabinet’s approval
6. Continue other requirements stated in the 6 march 2012 support providing to construction businesses in the South measure eg. No.4.3- 4.5
7. The Supplies committee has the authority to investigate problems arising from this support
8. For fairness in the implementation of this measure, circular letter will be sent to all government agencies and state-owned enterprises
9. The Ministry of Interior shall use this measure on the local administration’s procurement
The cabinet approved the draft model scheme on public danger prevention to promote safe tourism 2014-2018 as proposed by the Ministry of Interior with the detail as follows:
1. Changed the timeframe of the scheme from 2011-2014 to 2014-2018 to allow related agencies to implement the scheme and set up budget planning according to the scheme
2. Approved the model scheme
3. Assigned related agencies to develop implementation and budget plans under the scheme and present to the cabinet for approval
The cabinet approved the proposal by the Ministry of Culture as follows:
1. Uplifted the agreement level from department level to ministry level for the agreement between Thailand and Peru on museum study and exhibition design and agreement on corporation on preventing, following and resending cultural assets, old literature, art and history robbed, exported or transferred illegally
2. Approved the Cultural Minister to sign both agreements
3. Assigned the Ministry of Foreign Affairs to make and present the full powers letter to the culture minister
The cabinet acknowledged the controlling measures on baby milk marketing and advertisement as proposed by the Ministry of Public Health with the detail as follows:
1. No support and authorization should be provided to marketing and any sale activity aiming to support the usage of artificial feeding and related products such as milk bottle and pacifier. Display of these products is prohibited except for authorized media.
2. Product demonstration of artificial feeding and related products by the producers, importers or distributors in public health organizations is prohibited
3. Donation or support by these products should be rejected and the usage of products with trademarks of these companies is prohibited
4. Personnel in the public health sector should support breastfeeding and shouldn’t become the representative of producers, importers or distributors of artificial feeding and related products
The cabinet approved the proposal by the Ministry of Foreign Affairs with the detail as follows:
1. Agreed with the economic cooperation agreement between the Kingdom of Thailand and the Czech Republic. The Ministry of Foreign Affairs can adjust wording without the cabinet’s approval as long as the original meaning remains
2. Approved the Foreign Minister to sign the agreement
The agreement expands the bilateral cooperation between Thailand and Czech in economy, industrial, academic and technology as well as development in various aspects. Moreover, the agreement supports the development of economic opportunity and facilitation to expand investment, support the cooperation on co-interested topics such as finance, banking and activities relating to economy and society. Both parties will set up economic cooperating committee with the Ministry of Foreign Affairs and Ministry as the coordinator from Thailand and the Ministry of Trade and Industry as coordinator from Czech.
