The cabinet meeting on Tuesday,14 August 2012 has come to the following decision
The cabinet approved the 4 draft ministerial regulations issued according to the non-formal and informal education act 2008 as proposed by the Ministry of Education after checked by the Office of the Juridical Council with the detail as follows:
1. Draft ministerial regulations on criteria, process and requirement to support non-formal and informal education provided by government agencies and partner units
2. Draft ministerial regulations on number of subcommittee, qualification, criteria and process of selecting president and subcommittee, term, authorization and responsibility of the subcommittee of the partner network
3. Draft ministerial regulations on qualification, term and retirement of expert committee and the meeting of Bangkok and provincial non-formal and informal education committee
4. Draft ministerial regulations on system, criteria and internal quality checking for education institutes providing non-formal education
The cabinet approved the amendment of criteria to provide financial support to the victims of the Southern unrest as proposed by the Justice Minister and Chief of the Southern Unrest Victim Curing committee after the strategic development of southern most provinces committee approved the proposal by the Southern Unrest Victim Curing committee during their 3rd/ 2012 meeting on 27 June 2012 with the detail as follows:
1. Dead persons as the result of the unrest will receive financial support of 500,000 baht instead of the original amount of 100,000 baht
2. Disabled persons will receive 500,000 baht instead of the original amount of 80,000 baht
This will be in effect since 14 August 2012 and shall cover the dead and disabled persons as the result of the Southern unrest since 1 January 2004. For those under retroactive effect, the reimbursement will be completed within fiscal year 2015 in order not to cause extra burden on any specific fiscal year. The reimbursed amount shall be deducted from the amount to be paid to.
For fiscal year 2012, the expense will be reimbursed from the central budget: budget for emergency causes within the approved 2,000 million baht for remedial causes by the cabinet on 24 April 2012, 866.955 million baht has been disbursed from the amount with the remaining of 1,133.0945 million baht. For fiscal year 2013, the budget should be around 370 million baht. For 2014-2015, The Southern Border Province Administration Center can propose the budget to the Budget Bureau.
The cabinet agreed to the proposal by the Secretariat of the cabinet as follows:
1. Agreed to the termination of the cabinet approval on 24 April 2012 on accelerating the water management and flood prevention system for which the Secretariat of the cabinet was assigned as the leading organization in considering the detail, completion of documents and readiness of each project with related units (eg. The budget bureau, the National Economics and Social Development Board) before presenting to the water management and flood committee to consider according to its authority
2. Government agencies shall continue following the PM’s Office’s regulation on project management and loan disbursement for the installation of water management system 2012
The Secretariat of the Cabinet recognized that application for conceptual plan development for the construction of sustainable water resources management system and flood prevention system has been opened with the assigned committee to consider the conceptual plan proposal under the loan for water resource management system installation 2012 (350,000 million baht). Moreover, the filing to the Secretariat of the Cabinet requesting the loan under the 2012 act has been lessened. With the above two reasons, the execution according to the cabinet approval on 24 April 2012 shall be terminated so that government agencies can make project detail and purpose to the water management and flood committee to proceed according to the PM’s Office’s regulations on project management and loan imbursement for water management system installation 2012 no. 13 which is a normal process. However, any request still under the Secretariat of Cabinet, the Budget Bureau and the National Economics and Social Development Board will be completed by those units.
The cabinet approved the proposal by the Ministry of agriculture and cooperatives with the detail as follows:
1. Develop and sign the MOU on academic cooperation on water resources and irrigation between Thailand and China
2. Any amendment which is not the main topics of the MOU can be proceed by the Ministry without further approval by the cabinet
3. Agriculture and Cooperatives minister is assigned to sign the MOU
4. Assigned the Ministry of Foreign Affairs to make and present the full powers letter to agriculture and cooperatives minister
1. The Ministry of Agriculture and Cooperatives of Thailand and the Ministry of Water Resources of China signed the Memorandum of Understanding on Scientific and Technical Cooperation on 2 April 1997 which expired on 2 April 2007
2. Both parties agree to develop new MOU to replace the expired MOU
3. The purposes of the MOU on academic cooperation on water resources and irrigation between Thailand and China are to support the academic cooperation on water resources and irrigation between the two countries with the cooperation covering sustainable water resources management, dam construction, the effect of climate change on water resources and flood handling, water and soil reservation, irrigation, water drainage and national level cooperation on water related activities.
The Cabinet approved the implementation plan to integrate Latin America 2012-2016 purposed by the Ministry of Foreign Affairs with the detail as follows:
1. The subcommittee on foreign affairs strategic integration bilateral and multilateral chaired by the Foreign Affairs minister agreed to the 9 regions strategic plan 2010 including the strategic plan for Latin America which will be used to establish relationship with Latin America with the detail of the strategy as follows:
a. Latin America will become a new market and new source of raw material as well as new target for investment
b. Exchange technology and academic especially on Agriculture and renewable energy
c. Latin America can become Thailand’s ally to protect advantage in international stage especially those countries with strong influence
2. The Ministry of Foreign Affairs has cooperated with more than 30 government agencies, private sector and educational institutions to develop implementation plan to integrate Latin America for 2012-2016 to set goals on various topics such as politics, security, trade, service and investment, tourism, education and cooperation on other issues
3. The Ministry of Foreign Affairs has discussed to develop the implementation plant with related agencies for 3 times and on 6 January 2011 the policy level on trade and investment meeting was held. The meeting was chaired by the Foreign minister and joined by Deputy Ministry of the Ministry of Commerce, Thai trade representatives and private sector. The purpose of the meeting was to gather opinion for completing the implementation plan. Related agencies have approved via circular letters on March 2012 and December 2012.
4. The implementation plan to integrate Latin American 2012-2016 will become the framework for all Thai government agencies and private enterprises in establishing relationship with countries in Latin America. The Ministry of Foreign Affairs has gathered opinions and suggestions from every unit to complete the implementation plant.
5. Integration plan consists of the purpose, the implementation plan, project/ activity that can serve the goal and responsible agencies. There are 4 purposes of the execution.
