The cabinet meeting on Monday, October 15, 2012 has come to the following decisions
The cabinet acknowledged overall operation of the Off-Season Rice Pledging Scheme for 2012 and agreed in principle to increase the pledging quantity of paddy by 1.39 million tons as a special case to the formerly approved 13.31 million tons. As a result, the total quantity of the paddy under the off-season rice pledging scheme for 2012 (special case) would be 14.70 million tons. The cabinet also agreed in principle on the scheme’s disbursement framework. The Ministry of Commerce will impel the releasing of stocked polish rice under the In-Season Rice Pledging Scheme for 2011/12 and return the revenue to the Bank of Agriculture and Agricultural Cooperatives (BAAC), who will further manage to revolve the funds for the increased quantity of the off-season paddy rice.
The cabinet acknowledged and approved the following proposals from the Ministry of Energy:
1. Acknowledged the 2nd Strategic Plan for Energy Industry Regulation (A.D. 2013-2017) and the overall operation, billing, collection, and disbursement process for the fiscal year 2012
2. Approved of the overall operation plan, budget expenditure and revenue estimates for the fiscal year 2013. Essential matters are summarized as follows:
1) Second Strategic Plan for Energy Industry Regulation (A.D. 2013-2017)
2) overall operation, billing, collection, and disbursement process
for the fiscal year 2012
3) Overall operation plan, budget expenditure and revenue estimates
for the fiscal year 2013
The cabinet approved draft joint statement on the Prime Minister’s official visit to the State of Kuwait as proposed by the Ministry of Foreign Affairs.
The essential matter of the draft joint statement is the policy intent of both Thailand and Kuwait to strengthen bilateral and multilateral relations among the two countries and the whole region by ways of various cooperation frameworks, particularly on trade, investment, food security, energy, tourism, and medical service, the fields with which mutual strength lies, on the basis of mutual benefits.
The cabinet approved in principle the draft memorandum of understanding on educational cooperation between the Southern Border Provinces Administration Centre (SBPAC) and Muhammadiva Islamic Organization of Indonesia as proposed by SBPAC. The secretary general of SBPAC will be responsible for the signing of the aforementioned MOU.
The draft memorandum of understanding on educational cooperation will be a framework for scholarship allocation for students from five southernmost provinces to further their college education in Indonesia in various fields of study.
