The cabinet meeting on Tuesday, October 22, 2012 has come to the following decisions

Title : Demographic Plan under the 11th National Economic and Social Development Plan (A.D. 2012 - 2016)

The cabinet approved the following proposals made by the Office of National Economic and Social Development Board (NESDB):

1. Approval of Demographic Plan under the 11th National Economic and Social Development Plan (A.D. 2012 - 2016)

2. Approval for concerned agencies to use Demographic Plan under the 11th National Economic and Social Development Plan (A.D. 2012 - 2016) as a framework for the strategic and action plans on the country’s economic and social development.

The followings are 3 strategies for population quality improvement strategies: 1) a strategy to promote quality at birth for every Thai citizen for full capacity development as grown-ups; 2) a strategy to develop population quality of Thai citizens at all ages in order to support national growth, and 3) a strategy to prepare Thai citizens for the nation’s transition to become an aging society of sustainable welfare.

Title : Signing of the draft joint statement to endorse Thailand-Vietnam Security Outlook (Joint Statement on the Thailand — Vietnam Security Outlook (TVSO) 2012 — 2016 between the Government of the Kingdom of the Thailand and the Government of the Socialist Republic of Vietnam)

The cabinet approved of the following proposals made by the Office of the National Security Council (ONSC):

1. Approval of the draft joint statement to endorse Thailand-Vietnam Security Outlook (Joint Statement on the Thailand — Vietnam Security Outlook (TVSO) 2012 — 2016 between the Government of the Kingdom of the Thailand and the Government of the Socialist Republic of Vietnam).

2. Approval for the authorization of the ONSC Secretary General to sign on the joint statement at the 2nd unofficial Thailand - Vietnam Joint Cabinet Retreat in Hanoi, on October 27th 2012.

3. Should necessity arises for the revision and amendment of the aforementioned draft that does not cause any damage to national interest, the Office of the National Security Council is authorized to manage such necessity without the cabinet approval.

Title : Thailand to host the 6th Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR) in 2014

The cabinet approved the Ministry of Interior’s proposal for Thailand to host the 6th Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR) in 2014 with the Ministry of Foreign Affairs as the supporting unit. To host AMCDRR will reinforce mission and strategy of the 11th National Economic and Social Development Plan (A.D. 2012 - 2016), particularly on the regional connectivity enhancement strategy in the area of economic and social security, and on the sustainable environment and natural resources management.

Title : The submarine power cable construction project for Koh Phangan, Surat Thani Province

The cabinet approved of the resolution made at the 13th (A.D. 2555) project screening committee meeting, group 4 (Economic division) chaired by Deputy Prime Minister Kittiratt Na-Ranong

1. Approved the submarine power cable construction project for Koh Phangan, Surat Thani Province under the budget of 1,094 billion baht which comprises 820 million Baht of domestic loans, 274 million Baht from the Provincial Electricity Authority’s revenue, and 820 million Baht from domestic loans made by the Provincial Electricity Authority.

2. Approved the waiving of the cabinet resolution on March 3rd, 1992 on Thailand’s coral management master plan under the submarine power cable construction project. However, the Provincial Electricity Authority was assigned to discuss with the Office of Natural Resources and Environmental Policy and Planning, and must proceed strictly according to the recommendations of the Office of Natural Resources and Environmental Policy and Planning.

Title : Request for approval in the endorsement of the joint ministerial statement for the round table discussion in the 19th World Congress on Intelligent Transport Systems in Vienna, Austria.

The cabinet approved the endorsement of the joint ministerial statement for the round table discussion made during the 19th World Congress on Intelligent Transport Systems on October 22 — 26, 2012, in Vienna, Austria.

The essence of the joint ministerial statement is to support the integration of intelligent transportation system to the national transportation policy. There must be the Intelligent Transport Systems Master Plan which is evaluated and prioritized as part of the integrated and systematic cooperation from concerned agencies, both government and private sectors. The drafted joint ministerial statement is not intended for any legal binding on an international level.
