The cabinet meeting on Tuesday, December 4, 2012 has come to the following decisions:
The Cabinet acknowledged the Vientiane Declaration on Enhancing Gender Perspective and ASEAN Women's Partnership for Environmental Sustainability, as suggested by the Ministry of Social Development and Human Security.
Gist of Vientiane Declaration on Enhancing Gender Perspective and ASEAN Women's Partnership for Environmental Sustainability is to declare joint intent in promoting empowerment and participation of women in ASEAN’s sustainable environmental development through different ASEAN Frameworks, and to encourage ASEAN member countries to adopt the declaration in accordance with their domestic laws. The draft of this declaration is not considered a treaty under international laws nor is a contract under article 190 of the Constitution of the Kingdom of Thailand B.E. 2550.
The Cabinet approved the draft of negotiation framework on Thailand—EU Free Trade Agreement as proposed by the Ministry of Commerce.
Gist as follows:
The negotiation framework on Thailand—EU Free Trade Agreement will be adopted in the arrangement of Thailand—EU Free Trade Agreement, which will cover agreements on goods, trade, services, investment and economic cooperation. The agreements can be individually negotiated.
The negotiation framework includes the following 17 issues: 1) trade in goods; 2) customs clearance and trade facilitation; 3) rules of origins; 4) measures for trade remedy; 5) Measures for balance-of-payments safeguard; 6) sanitary and phyto-sanitary measures; 7) technical barriers to trade; 8) trade in services; 9) investment; 10) international conflict prevention; 11) intellectual properties; 12) governmental procurement; 13) Transparency; 14) competitiveness; 15) trade and sustainable development; 16) cooperation; and 17) others.
The Cabinet approved Thailand’s hosting of the 2nd Asia-Pacific Water Summit (2nd APWS) and the appointment of national committee for the preparation of the summit. Deputy Prime Minister Prodprasob Surasawadee is appointed as head of the aforementioned committee.

1. Assignments of the Ministers to the Prime Minister’s Office to follow up with the government policies
The Cabinet acknowledged the order no. 281/2555 of the Prime Minister’s Office on the assignments of the Ministers to the Prime Minister’s Office to follow up the government policies, as suggested by Office of the Prime Minister’s Secretary General.
1.1 The Minister to the Prime Minister’s Office, Mr. Niwattumrong Boonsongpaisarn to follow up urgent government policies on security and people’s safety
1.1.1 To promote harmony and unity among Thai people and rehabilitate democracy.
1.1.2 To endorse prevention of and solution to drugs problem as "national agenda"
1.1.3 To prevent corruption in government sector
1.1.4 To promote sustainable water development and to expand irrigation areas
1.1.5 To bring back people’s security in life and property in the Southern
border provinces
1.1.6 To urgently build up relations and develop cooperation with neighboring countries
and other nations
1.1.7 To increase income in tourism both domestic and from abroad
1.1.8 To support handicrafts and community’s products, OTOP and SMEs development
1.1.9 To push forward people’s broad participation in political reform
1.2 The Minister to the Prime Minister’s Office, Mr. Warathep Rattanakorn to follow up urgent government policies on economics
1.2.1 To solve people’s and business owners’ problems resulting from inflation
and high petroleum price
1.2.2 To elevate people’s quality of life by increasing domestic purchasing power
in order to create balance and strength for the macroeconomics
1.2.3 To reduce corporate income tax
1.2.4 To promote people’s access to the village funds for SML business
1.2.5 To elevate agricultural products prices and to promote farmers’ access to funds
1.2.6 To reform land management (policies concerning with land and natural resource
and environment)
1.3 The Minister to the Prime Minister’s Office, Ms. Sansani Nakpong to follow up urgent government policies on social security and quality of life
1.3.1 To promote people’s access to funds (Thai Women Empowerment Funds
and Start-Up Funds)
1.3.2 To develop health insurance/welfare schemes
1.3.3 To provide schools with tablets
1.4 All of the assigned Ministers mentioned above must report to the Prime Minister on the results of the follow-up at least once a month. Should urgency arise, the assigned Ministers can report to the Prime Minister immediately.
Effective as of November 12, 2012
Based on the report from the Royal Thai Embassy, Brasilia, Brazil, the Cabinet approved the Government of the Co-operative Republic of Guyana’s proposal to appoint Mr. David Dabydeen as its first Ambassador Extraordinary and Plenipotentiary to Thailand, as suggested by Ministry of Foreign Affairs.
