The cabinet met on Tuesday, Janaury 21, 2013. Some of the decisions are as follows:
The Cabinet approved Draft of the Copyright Act (No….) B.E. ... examined by the Council of State of Thailand and agreed to pass it to the collaborative council of the House of Representatives for consideration before proposing to the House of Representatives.
Gist of the Draft Royal Decree
Amendments of the Copyright Act B.E. 2537 as follows:
1. Add penalties for the reproduction of sound or video recording or both sound and video recording in theatres without permission.
2. Add exception of copyright infringement for the use of disabled persons with blind, deft, mental disability and other forms of disabilities specified in the Decree.
The Cabinet agreed with the proposals / projects in Lower Northern Provincial Cluster 1 (5 provinces) for the Cabinet Retreat in Uttaradit on January 20-21, 2013, proposed by the Office of the National Economics and Social Development Board (NESDB).
1. Agreed with 33 proposals and development projects that can immediately be implemented for the total budget of 617.7073 million Baht. The offices responsible for the projects must prepare detailed request of the 2013 budget allocation and submit to the Bureau of Budget within two weeks for reviewing. Details are as follows:
(1) Lower Northern Provincial Cluster 1: 5 projects 99.9900 million Baht
(2) Phitsanulok: 4 projects 100.0010 million Baht
(3) Tak: 10 projects 106.7170 million Baht
(4) Phetchabu: 6 projects 99.3215 million Baht
(5) Sukhothai: 5 projects 110.7160 million Baht
(6) Uttaradit: 3 projects 100.9618 million Baht
2. Agreed in principle with 78 proposed framework / projects in lower northern provincial cluster 1 (5 provinces) for the total budget of 51,385.47 million Baht. The offices responsible for the projects must conduct feasibility study, and prepare detailed plan / project for the Bureau of Budget’s review.
(1) Lower Northern Provincial Cluster 1 : 15 projects 11,277.00 million Baht
(2) Phitsanulok : 2 projects 368.65 million Baht
(3) Tak : 7 projects 15,720.81 million Baht
(4) Phetchabun : 18 projects 1,711.07 million Baht
(5) Sukhothai : 8 projects 2,101.21 million Baht
(6) Uttaradit : 28 projects 20,206.72 million Baht
The Cabinet agreed with the 4th batch of the 1 Amphor 1 Scholarship Project, following suggestion from Ministry of Education. Gist
1. There are 1,856 scholarships available for the 4th batch of 1 Amphor 1 Scholarship Project with two types of scholarships:
1.1 Type 1 for students with good academic performance, whose family income is lower than 200,000 Baht per annum. 928 scholarships will be awarded for bachelor degree study in both Thailand and foreign countries.
1.2 Type 2 for students with good academic performance, regardless of the family income. 928 scholarships will be awarded for bachelor degree study in both Thailand and foreign countries, with an emphasis on inadequate areas of sciences study as part of the preparation for ASEAN Community in 2015. This type of scholarships will continue for no more than 3 batches.
As for the conditions and obligations, the awardees of both types must work in Thailand, either in the government or private sector. Awardees of type 2 must work in Thailand for the double period of their scholarship time, or else they have to pay back twice as much of the whole amount of scholarship.
1. Request for approval to establish a Peruvian Consulate in Khon Kaen and to appoint the Honorary Consul
The Cabinet approved the Peruvian Government’s request to open the Peruvian Consulate in Khon Kaen following a proposal of the Ministry of Foreign Affairs. The Consulate’s authority covers Khon Kaen province. Mr. Nattaphon Prakhunnasuksaphan is appointed as the Honorary Consul of the Republic of Peru in Khon Kaen.
2. The Government of Colombia’s request for the appointment of Colombian Ambassador to Thailand.
Following the report from the Royal Thai Embassy, Lima, Peru on the Government of Colombia’s request to appoint Mr. Andelfo Jose Garcia Gonzalez as new Colombian Ambassador Extraordinary and Plenipotentiary to Thailand. Mr. Gonzales will reside in Bangkok and succeed Mrs. Silvia Castano de Gonzalez, who is residing in Kuala Lumpur.
