The cabinet met on Tuesday, February 19, 2013. Some of the decisions are as follows:
The Cabinet agreed and approved the following suggestions from the Ministry of Commerce: 1. Agreed with the draft agreement on trade and economic relations between Thailand and Hong Kong proposed by the Ministry of Commerce. Should the necessity arise to amend the inessential parts of the draft that will not affect the country’s benefits, the Ministry of Commerce may proceed to meet such requirements without the Cabinet’s approval.
2. Approved of the Minister of Commerce to be the authorized person to sign the draft agreement on trade and economic relations between Thailand and Hong Kong. If the Minister of Commerce is unavailable, an appointed person may sign the draft agreement.

Both parties will set up a mechanism for discussion under the Joint Cooperation Committee (JCC) between Thailand and Hong Kong SAR of which the Chairperson will be a Director-General.
The Cabinet acknowledged and approved the following suggestions of Prime Minister’s Office Minister (Mr. Nivatthamrong Boonsongpaisal)
1. Acknowledged operation progress following the result of the 18th Ministerial Meeting of Indonesia — Malaysia — Thailand Growth Triangle (IMT-GT).
2. Approved for the Office of the National Economics and Social Development Board (NESDB) to be the main agency and to coordinate with other concerned offices for the preparation of 19th IMT-GT Ministerial Meeting, 20th IMT-GT Senior Officials’ Meeting and 10th IMT-GT Chief Minister’ and Governors’ Forum between August-September 2013, to be held in Koh Samui District, Surat Thani Province.
The Cabinet approved a Foreign Ministry’s proposal on a report of the Thai Royal Embassy in Beijing, China that the Government of the Union of the Comoros proposed the appointment of Mr. Mahmoud Mohamed Aboud as the first ambassador extraordinary and plenipotentiary of the Union of the Comoros to Thailand (residence in Beijing).
The Cabinet approved the following suggestions made by Ministry of Public Health:
1. Approval of the Public Toilet Development Master Plan, 3rd phase (2013-2016)
2. Instructed all concerned offices to adopt the Public Toilet Development Master Plan, 3rd phase (2013-2016) into practice in order to achieve the determined objectives.
1. The purposes are (1) to develop proper household’s toilets to accommodate the country’s transition to an aging society (2) to provide standard, hygienic, sufficient and safe public toilets (3) to support and encourage Thai citizens’ sanitary toileting behavior and (4) to support and encourage Local Administrative Organizations’ sanitary waste disposal.
2. The significant objectives are (1) 90% of Thai households using seated-toilet within 2016 (2) 10% of the targeted public places providing at least 1 seated-toilet within 2016 (3) Thailand having hygienic, sufficient and safe public toilets for 90% of the target within 2016 (4) 90% of Thai citizens having sanitary toileting behavior within 2016 and (5) 50% of Local Administrative Organizations having sanitary waste disposal within 2016.
