The Cabinet approved the Draft Ministerial Regulation on Bangkok Comprehensive Plan B.E. ... following the suggestion of Ministry of Interior and ordered the Office of the Council of State to examine the draft as an urgent case and to take into consideration the opinions from Ministry of Finance and Ministry of Natural Resources and Environment.

Draft Ministerial Regulation on the Enforcement of Bangkok Comprehensive Plan B.E. ... concerns with the enforcement of Bangkok Comprehensive Plan within the Bangkok Metropolitan area as a guideline for development and maintenance of the city and with the effective and standardized usage of properties, transportation and logistics, public utilities, public services and environment in order to make Bangkok a pleasant city for a living, center for economy, knowledge of the country and the Southeast Asian region, the national administration center, as well as to make Bangkok a model city in environmental friendliness such as decreasing the use of energy and the emission of greenhouse gases to relieve the consequences of climate change. Prior to this stage, public hearing has been held and the Regulation has been approved by the Zoning Commission.
The Cabinet agreed in principle with the Draft Regulation of Office of the Cane and Sugar Board on principles, methods and conditions respecting the export of sugar (No. ... ) B.E. ... following the suggestion from the Ministry of Industry.
Gist of the Draft Regulation
1. Define “Electronics”.
2. Authorize the Office of the Cane and Sugar Board to issue announcements or regulations on code of practice for officials, to provide business owners services according to the procedure of electronic operation, and to issue permits and certificates for the export of sugar via National Single Window system.
The Cabinet acknowledged the progress report on the development of e-Government by Waseda University International e-Government Ranking 2013 following the suggestion from the Ministry of Information and Communication Technology.
Gist of the progress report on the Development of e-Government of Waseda University International e-Government Ranking 2013 conducted by the Waseda University Institute of e-Government, Japan. The goal is to create Connected Government for the People. Thailand has been ranked 20th from 55 nations for the development of e-Government which is considered an upgrade from 23rd in 2012. Thailand is the 2nd in ASEAN, following Singapore, and the 9th among 20 nations of the Asia-Pacific Economic Cooperation (APEC). This report reflects Thailand’s effort in the development of e-Government, the advantages and disadvantages that must be supported and implemented.
Thailand has been prioritizing the development of e-Government as stated in a couple of national plans such as the 2nd master plan on information and communication technology (B.E. 2552-2556) and National ICT Policy Framework for B.E. 2554-2563 (ICT 2020).
For the past two years, Ministry of Information and Communication Technology, in collaboration with the Electronic Government Agency (Public Organization) (EGA), has pushed forward the development of e-Government for Thailand. Detail is as follows:
(1) Study, research, and suggestion on the development of e-Government. The Ministry of Information and Communication Technology through EGA agrees that the country should establish Thailand E-Government Readiness Framework in order to assist in the policy making and the development of projects of national interests.
(2) The development of information technology infrastructure such as Government Information Network (GIN) and Government Cloud Service (G-Cloud).
(3) Human resources development of the public sector through training programs such as e-Government Executive Program and e-Government Executive Program.
In brief, the development of e-Government must be comprised of many important factors in order to become the e-Government for the People and to transform into the SMART Thailand.
The Cabinet agreed of proposals from the Ministry of Foreign Affairs as follows:
1. Agreed with the procedure following the UNSC resolution (2094/2013) on the sanction against North Korea, including the name list of persons with travel ban and asset freeze, list of items, materials, equipment, goods and technology and list of luxury goods.
2. Assigned concerned Thai public agencies, namely, Ministry of Defence, Ministry of Industry, Ministry of Finance, Ministry of Science and Technology, Ministry of Transportation, Ministry of Commerce, Office of the National Security Council, National Intelligence Agency, Royal Thai Police, Port Authority of Thailand, Anti-Money Laundering Office, Bank of Thailand, Thai Bankers' Association, Civil Aviation Board and Board of Investment of Thailand to practice following the aforementioned resolution and to update the database respecting the latest lists.
