The cabinet met on Tuesday, May 7, 2013. Some of the decisions are as follows:
The Cabinet approved Draft Ministerial Regulation on Regulating of Places or Stations of Custom Airports, Approved Routes, Border Crossing Points and Custom Houses (No. ...) B.E. ..., following the suggestion from Ministry of Finance and assigned Office of the Council of State to examine the draft and to further proceed.
Facts
As Sisaket province was allocated budget for the construction of Chong Sa-Ngam custom house at Ban Sae Pai, Phrai Phatthana sub-district, Phu Sing district, Sisaket province to facilitate trade, investment, transportation, and tourism, as well as to accommodate AEC, and custom duty collection, Ministry of Finance, therefore, proposed a Draft Ministerial Regulation on Regulating of Places or Stations of Custom Airports, Approved Routes, Border Crossing Points and Custom Houses (No. …) B.E. … for the cabinet’s consideration.
The Cabinet agreed with the Draft Royal Decree to convoke an extraordinary session of the National Assembly, B.E. 2556 (May 29, 2013 onwards) following the suggestion from the Cabinet Secretariat.
The Cabinet agreed with the resolutions made by the 3rd Cabinet Sub-committee (economic section) chaired by Deputy Prime Minister Kittiratt Na-Ranong in its 9/2013 meeting (April 26, 2013) on the participation in the Universal Exhibition Milano 2015. It was approved, at the meeting, a budget of 830,935,600 Baht suggested by Bureau of the Budget for the Ministry of Agriculture and Cooperatives’ project to organize an exhibition at the Universal Exhibition Milano 2015.
The Cabinet agreed with the draft Naypyidaw Statement on the Cooperation on Drugs Control of 6 countries in the Southeast Asia Sub-region and approved for the Minister of Justice, to sign the Statement. In addition, the Cabinet also approved the Ministry of Justice to consider the revision of the draft Statement in the unessential parts that will not result in the country’s loss of benefit without further request for the Cabinet’s consideration.
The Cabinet approved the following suggestions made by Ministry of Defense. Details are as follows:
1. Ministry of Defense is to prepare MOU between the Royal Thai Navy and the Republic of Singapore Navy on sharing of information relating to white shipping.
2. The Commander of Royal Thai Navy is to the representative of Thailand to sign the aforementioned MOU.
3. Should the necessity arises to amend details of the aforementioned draft MOU in the unessential parts that will not affect the essence of it, the Ministry of Defence is to proceed according to the propriety.
Gist of the MOU is about the regulation of policy on mutual sharing and protection of information relating to white shipping between the pair of members. Methods of information sharing are as follows:
1. Sharing of information between members will be electronically practiced via bilateral information exchanging system, which will be installed later. However, other different forms of communication system might be used in the request for information relating to white shipping.
2. Whenever the receiving member analyzes the information received from the sending member and determines that there are threats to the sending member’s country, the receiving member must notify and send the analysis of threats to the sending member.
The Cabinet approved the establishment of the Republic of Vanuatu’s embassy in Thailand in order to be the channel of promotion and development of mutual relations between Thailand and Vanuatu, particularly in the economic, trade and investment, and people-to-people communication aspects.
