The cabinet met on Tuesday, May 14, 2013. Some of the decisions are as follows:
The Cabinet approved a Project to increase production and develop nursing education B.E. 2557-2560 based on the resolution made by the 5th Cabinet Subcommittee (social affairs), chaired by Deputy Prime Minister Phongthep Thepkanjana in its 3/2013 meeting on April 25, 2013. The 5th Cabinet Subcommittee (social affairs) was assigned to prepare an overall scheme along the line with the Government’s direction for future public health development and services, such as the Medical Hub scheme. Human resource development will be focused on capacity building and multitasking.
Gist
The Project to increase production and develop nursing education B.E. 2557-2560 aims to produce more nurses at the bachelor degree level in order to curb the problem of nurse shortage and to support further expansion of Thailand’s public health service in all sectors. This project is the next phase of the previous same project which will end soon. The aforementioned project is the cooperation of Office of the Higher Education Commission (OHEC), 53 nursing education institutions under the authority of OHEC and the Ministry of Public Health, and Thailand Nursing and Midwifery Council.
Following the suggestions from the Ministry of Foreign Affairs, the Cabinet
1. Agreed with the draft joint statement of the 2nd unofficial Thailand-Laos joint cabinet retreat.
2. Approved for the Deputy Prime Minister and Minister of Foreign Affairs or an authorized person to sign the draft joint statement.
3. Should necessity arise to amend the draft joint statement in the unessential parts that will not result in the country’s loss of benefit, the Ministry of Foreign Affair may proceed without further request for the Cabinet’s consideration.
Gist of the draft joint statement
1. To congratulate the development of Thailand-Laos relations that has been progressing in all dimensions and levels.
2. Prime Ministers of the two countries express content with the outcomes of the joint cabinet retreat which covers 6 topics of discussion.
The Cabinet agreed with the proposals made by Deputy Prime Minister Plodprasop Suraswadee, in his capacity as chairman of the national committee for preparation of the 2nd Asia-Pacific Water Summit (2nd APWS). Details are as follows:
1. Agreed with the Draft Chiang Mai Declaration, which will be a joint statement of intent of the Asia-Pacific leaders. The Declaration will not be considered as a contract abided by law with any country and will be a document used in the Leaders Forum on Monday, May 20, 2013.
2. Should necessity arises to amend the aforementioned document in unessential parts that will not be against the law nor result in the country’s loss of benefit, Deputy Prime Minister Plodprasop Suraswadee, in his capacity as chairman of the national committee for preparation of the 2nd Asia-Pacific Water Summit (2nd APWS) may proceed without further request for the Cabinet’s consideration.
Gist
Chiang Mai Declaration is not a legally-abided contract to any country, but a joint statement of intent of the Asia-Pacific leaders on the importance of water and a joint attempt on water management in both normal and crisis situations in order to curb unpredictable course of events resulting from the climate change as well as to cooperate and assist one another during such disasters.
The Cabinet agreed and approved the following suggestions made by Ministry of Foreign Affairs:
1. Agreed with the draft statement of the 2nd meeting of the deputy foreign ministers on the development of East West Economic Corridor (EWEC) and the draft Savannakhet Statement respecting single inspection by concerned agencies and single goods inspection at the Dansavanh-Lao Bao and the Savannakhet-Mukdahan border checkpoints.
2. Approved for the Assistant to Minister of Foreign Affairs or an authorized person to verify the aforementioned draft statements.
3. Should necessity arise to amend the aforementioned documents in the parts that will not result in the country’s loss of benefit, that Ministry of Foreign Affairs may negotiate for the practicability for concerned Thai agencies and are legally supported, the Ministry of Foreign Affairs may proceed without further request for the Cabinet’s consideration.
