The cabinet met on Tuesday, June 25, 2013. Some of the decisions are as follows:

Title: Draft Royal Decree on the designation of Dong Yai forest areas in Khok Mamuang Sub-district and Hu Thamnop Sub-district under Pa Kam District, and Non Din Daeng sub-District and Lam Nang Rong Sub-district under Non Din Daeng District, Buriram Province as a Wildlife Sanctuary B.E. ... (Dong Yai Wildlife Sanctuary)

The cabinet approved in principle the designation of Dong Yai forest area expansion in Khok Mamuang Sub-district and Hu Thamnop Sub-district under Pa Kam District, and Non Din Daeng sub-District and Lam Nang Rong Sub-district under Non Din Daeng District, Buriram Province as a Wildlife Sanctuary B.E. … (Dong Yai Wildlife Sanctuary) following the suggestion from Ministry of Natural Resources and Environment, and assigned the Office of the Council of State of Thailand to examine the draft before proceeding further.

Title: Draft Ministerial Announcement of the Ministry of Finance on the deduction of excise taxation rate (No. ...)

The Cabinet agreed with the Draft Ministerial Announcement of the Ministry of Finance on the deduction of excise taxation rate (No. …) following the suggestion from the Ministry of Finance and allowed to further proceed.

Fact

The Ministry of Finance suggested that,

1. The Government has had a measure to deduct the tax rate of diesel oil of less than 0.005 per cent of Sulfur to 0.005 Baht per liter and of biodiesel oil with less than 4 per cent of fatty acid methyl ester solution to 0.005 Baht per liter, following the Cabinet’s resolution made on May 21, 2013.

2. Since the Government’s measure to deduct the tax rate of diesel oil will end on July 30, 2013, yet the global oil price is still high and an increase of diesel tax at present may have an impact on people’s cost of living. Therefore, an extension of the Government’s measure to deduct the tax rate of diesel oil of less than 0.005 per cent of Sulfur to 0.005 Baht per liter and of biodiesel oil with less than 4 per cent of fatty acid methyl ester solution to 0.005 Baht per liter is proposed for another month from July 1-31, 2013.

Title: Review on loan source for the Purple Line MRT (Bang Yai - Bang Sue) 3rd phase

The Cabinet approved the principle of utilizing domestic loan source for the Purple Line MRT (Bang Yai - Bang Sue) 3rd phase as a replacement of loan from the Government of Japan through Japan International Cooperation Agency (JICA) following the suggestion from the Ministry of Finance. Ministry of Finance is to look for appropriate loan sources and to submit to the Parliament for its acknowledgement of the alteration of the loan source.

Title: The 2nd modification of public debt management plan of fiscal year B.E. 2556

Following the suggestion from the Minister of Finance and President of Policy and Regulation of Public Debt Management Commission, the Cabinet:

1. Acknowledged the 2nd modification of public debt management plan of fiscal year B.E. 2556, with the reduction of budget by 12,231.58 million Baht (from 1,948,211.82 million Baht to 1,935,980.24 million Baht),

2. Acknowledged the 2nd modification of state enterprises’ debt management plan (that does not need the Cabinet’s approval) under the public debt management framework of fiscal year B.E. 2556. The budget is increased by 15,530 million Baht, from 121,703.50 million Baht to 137,233.50 million Baht.

3. Approved the Government’s loan to take in new debt and restructure existing debt as well as to guarantee state enterprises’ loan under the framework of the 2nd public debt management plan of fiscal year B.E. 2556.

4. Approved for the Ministry of Finance to be responsible for the consideration of loan and loan guarantee process, conditions, and other related details as appropriate on a case by case basis under the framework of the public debt management plan of fiscal year B.E. 2556.

5. Approved an increase of budget ceiling for the Development Policy Loan (DPL) project as budget expenditure for the value added tax (VAT). Ministry of Finance is to seek domestic (Baht) loans as a replacement of loan from World Bank for the amount not exceeding 16,544 million Baht. Ministry of Finance is also to provide loan to Thai Airways International Public Company Limited using the World Bank loan amount of 500 million USD. Loan provision to THAI Airways will be stipulated by the Cabinet’s resolution as well as regulations, principles, methods and conditions agreeable to both Ministry of Finance and THAI Airways.

Title: Draft memorandum on the increase of member for the Treaty of Amity and cooperation in Southeast Asia region for the Kingdom of Norway

Following the suggestion from the Ministry of Foreign Affairs, the Cabinet,

1. Agreed with the draft memorandum on the increase of member for the Treaty of Amity and cooperation in Southeast Asia region for the Kingdom of Norway

2. Approved for the Minister of Foreign Affairs or an authorized person to sign the memorandum along with other 9 member states of ASEAN.

3. Should the necessity arise to amend the mentioned document in the unessential parts that will not result in the country’s loss of benefits, the Ministry of Foreign Affairs may proceed without further request for the Cabinet’s consideration.

Title: Promotion of Honorary Consul of the Principality of Monaco and status elevation of the Consulate of the Principality of Monaco

The Cabinet approved suggestions from the Ministry of Foreign Affairs based on the report from the Royal Thai Embassy in Paris, France respecting the following notifications of the Government of the Principality of Monaco:

1. Promotion of Honorary Consul of the Principality of Monaco to Bangkok, Thailand, Dr. Sribhumi Sukhanetr, to the status of Honorary Consul-General of the Principality of Monaco to Thailand. Consular authority covers the Kingdom of Thailand.

2. Status elevation of the Consulate of the Principality of Monaco to Bangkok, Thailand, to the Consulate-General of the Principality of Monaco to Bangkok, Thailand. Consular authority covers the Kingdom of Thailand.
