The Cabinet met on Tuesday, September 10, 2013. Some of the decisions are as follows:
The Cabinet approved in principle Draft Ministerial Announcement of the Interior Ministry on the number of resident aliens in the Kingdom of Thailand for B.E. 2556 as proposed by Ministry of Interior.
Gist of the Draft Ministerial Announcement of Ministry of Interior
This Draft Ministerial Announcement regulates the number of resident aliens in the Kingdom of Thailand for B.E. 2556 at 100 persons per each nationality and 50 persons for stateless aliens.
Following the suggestions made by Deputy Prime Minister and Chairman of the National Logistics Development Committee Kittiratt Na-Ranong, the Cabinet:
1. Acknowledged the outcomes of the 1/2013 meeting of National Logistics Development Committee.
2. Agreed with the second strategic plan on national logistics development (B.E. 2556-2560), and assigned concerned offices to implement according to the strategic plan, and to report to the Office of the Nation Economic and Social Development Board (NESDB) for the integration of overall implementation.
Gist of the draft second strategic plan on national logistics development (B.E. 2556-2560)
1. First Mission: Supply chain enhancement
(1) The first strategy: to enhance capacity of the supply chain management.
(2) The second strategy: to promote border trade and services.
2. Second Mission: Trade facilitation enhancement
(1) The third strategy: to develop transportation and logistics network along the strategic routes
(2) The fourth strategy: to develop trade facilitation system
(3) The fifth strategy: to promote the development of logistics service providers’ services and network.
3. Third Mission: Capacity Building and Policy Driving Factors
(1) The sixth strategy: to improve human resource development system.
(2) The seventh strategy: to develop monitoring system for self-improvement and strengthen organizations/strategy mobilizing networks.
Following the suggestions from Ministry of Information and Communication Technology, the Cabinet,
1. Agreed with the draft joint declaration of the Ministerial Level Meeting on ASEAN-Japan Cyber Security Cooperation.
2. Assigned Information and Communication Technology Minister or an authorized person to sign the document in 1 at the Ministerial Level Meeting on ASEAN-Japan Cyber Security Cooperation on September 12-13, 2013 in Tokyo, Japan.
3. Should the necessity arise to amend the aforementioned joint declaration in the unessential parts that will not result in the country’s loss of benefits, Ministry of Information and Communication Technology may proceed without the Cabinet’s approval.
Gist
Draft joint declaration of the Ministerial Level Meeting on ASEAN-Japan Cyber Security Cooperation is the statement of intent between ministers of the ASEAN nations and Japan who supervise cyber security policy to enhance the awareness on the importance of mutual cooperation on cyber security. Gist of the draft joint-declaration is as follows:
1. To create stability for trade environment.
2. To create secured and safe information and communication networks.
3. To enhance the capacity of cyber security.
The Cabinet approved Thailand’s submission of candidature for the membership of the Governing Council of the Community of Democracies (CD), and approved in principle the implementation of related works in compliance with the submission regulations as proposed by Ministry of Foreign Affairs.

Significance of the Community of Democracies (CD)
Community of Democracies (CD) is one of the biggest international frameworks on democracy with 129 nations as members. The purpose is to promote and strengthen the democratic governance. There is also a UN Democracy Caucus in order to work on the democracy issue on the United Nations stages.
Thailand’s role in Community of Democracies (CD)
3.1 Thailand has been supporting and participating in the Community of Democracies since its first meeting in 2000 in Warsaw, Poland. The most recent meeting (7th) on April 29, 2013 in Ulaanbaatar, Mongolia was attended by PM Yingluck Shinawatra, as an honorary guest of the President of Mongolia.
3.2 Since 2004, Thailand has continuously attended the UN Democracy Caucus meeting, which is annually held by CD during the annual United Nations General Assembly in New York. And recently on September 25, 2012, Thailand’s Foreign Affairs Minister attended and delivered speech under the title “Democracy and the Rule of Law” to the unofficial assembly of UN Democracy Caucus, chaired by the Mongolian President Elbegdorj Tsakhia.
