The Cabinet met on Tuesday, September 17, 2013. Some of the decisions are as follows:
Following the proposal made by Ministry of Education, the Cabinet agreed in principle with the (Draft) Strategy on the capacity enhancement of young women in educational institutions (B.E. 2556-2559) as approved by the Education Council in its 3/2013 meeting on September 24, 2013, and directed concerned offices to adopt the strategy for their work plans/projects in order to mobilize strategy on the capacity enhancement of young women in educational institutions (B.E. 2556-2559) into practice.
Gist
(Draft) Strategy on the capacity enhancement of young women in educational institutions (B.E. 2556-2559) has been examined by all concerned. The definition of young women in educational institutions is women who study in formal, non-formal, and vocational education. The basis of this draft is to enhance capacity of young women in all educational levels ranging from kindergarten to higher education. It is meant to be a guideline of concerned agencies (public and private sectors, community organizations, local administrative organizations, and educational institutions) for the capacity enhancement of young women. Following are the three main strategies.
First strategy: to encourage intelligence, life skills and creative values, as well as to preserve proper cultural traits of young Thai women.
Second strategy: to promote and develop quality of life, vocational skills, and economic capacity of young women.
Third strategy: to promote family relation, and strong and immunized young women against social threats.
The Cabinet acknowledged report on tourist situation during the period of January-July 2013 as proposed by Ministry of Tourism and Sports.
Gist
1. Tourists in July 2013
There were 2,223,685 tourists traveling to Thailand during July 2013, an increase of 407,971 persons or 22.47 per cent from the same period of previous year. The increase was seen in tourists from almost all the regions except the Oceania and the Middle-East. Top-ten foreign tourists to Thailand are from China, Malaysia, Japan, Korean, Lao, Vietnam, Singapore, India, Australia and Russia, respectively.
2. Tourists between January-July 2013
There are 14,968,059 tourists traveling to Thailand between January-July 2013, an increase of 2,533,002 persons or 20.37 per cent from the same period of previous year. Top-three regions that represent the highest number of tourists were East Asia, Europe and America. Top-ten foreign tourists to Thailand are from China, Malaysia, Russia, Japan, Korea, India, United Kingdom, Lao, Australia and Germany respectively.
3. Trend of tourists in 2013
According to the United Nations World Tourism Organization (UNWTO), the trend of global tourism in 2013 is expected to constantly grow by 3-4 per cent from the previous year. As for Thailand, the number of incoming tourists in 2013 is expected to grow no less than the expected goal, based on the statistical analysis of incoming tourists during the first seven months of 2013, trend of global tourism, as well as plans and measures related to tourism development, and publicity and marketing stimulation of the Ministry of Tourism and Sport and other concerned agencies.
4. Thai tourists who traveled abroad in 2013
There were 4,706,805 Thai tourists traveling abroad during January-July 2013, an increase of 312,182 persons or 7.10 per cent from the same period of previous year. East Asia is a major destination for the Thai tourists.
Following the suggestions from Ministry of Energy, the Cabinet,
1. Agreed and approved the signing of protocol to amend the Agreement on the Establishment of the ASEAN Centre for Energy.
2. Approved for the Energy Minister or an authorized person to sign the aforementioned draft protocol.
3. Assigned Ministry of Foreign Affairs to prepare the Full Powers for the signatory in 2.
4. Should necessity arise to revise the wording of the aforementioned draft protocol in the inessential parts to preserve the country’s benefits and policies, Ministry of Energy must discuss with Department of Treaties and Legal Affairs of the Ministry of Foreign Affairs without further request for the Cabinet’s approval.
Following Ministry of Foreign Affairs’ suggestions, the Cabinet approved the Government of Republic of Nicaragua’s request for the establishment of Honorary Consulate of Republic of Nicaragua in Bangkok covering Bangkok Metropolitan, and the appointment of Mr. Chak Chamikorn as the Honorary Consul of Republic of Nicaragua to Thailand.
Following Ministry of Foreign Affairs’ suggestions, the Cabinet approved the Government of Republic of the Philippines’s request for establishment of Honorary Consulate of Republic of the Philippines in Chiang Mai covering Chiang Mai, Chiang Rai, Nan, Phayao, Phrae, Mae Hong Son, Lampang, Lamphun and Uttaradit.
