The cabinet met on Tuesday, October 15, 2013. Some of the decisions are as follows:
The Cabinet agreed with the draft royal decree on the prorogation of general ordinary session of the National Assembly, B.E. 2556 as proposed by Office of the Cabinet Secretariat, and approved for the draft royal decree to be presented to His Majesty the King.

According to the Office of the Cabinet Secretariat’s proposal, paragraphs 2, 3 and 5, section 127 of the Constitution of Kingdom of Thailand provide that each year, there shall be a general ordinary session and a legislative ordinary session, and the day on which the first sitting of the National Assembly is held shall be considered as the first day of the general ordinary session. An ordinary session of the National Assembly shall last one hundred and twenty days. Now that the general ordinary session of the National Assembly B.E. 2556 will reach its 120th day on November 8, 2013 (B.E. 2556), the draft royal decree was proposed to prorogue the session from November 29, 2013 (B.E. 2556) onward.
The Cabinet approved an additional holiday for the year 2013 on December 30, 2013 (Monday) as a special case to make the New Year holiday 5 consecutive days (Saturday, December 28, 2013-Wednesday, January 1, 2014) ), as proposed by Office of the Cabinet Secretariat. The purpose is to stimulate and mobilize national economy, as well as to support tourism business sector.
As for state enterprises, financial institutions, and private sectors, each state enterprise, the Bank of Thailand, and Ministry of Labor are to make appropriate decision on the matter in accordance with related laws.
In case of agencies whose mission is to provide services to public, or those that have previously been scheduled for important work on the particular day which cannot be postponed nor cancelled, head of such agencies is to make appropriate decision that will not result in public damages.
Deliberating the resolutions of first Cabinet Subcommittee (economic) made in its 10/2556 meeting, chaired by Deputy Prime Minister Kittirat Na-Ranong, on the request for approval of MRT green line extension, Mo Chit-Saphan Mai-Khu Khot, the Cabinet,
1. Agreed with the Mass Rapid Transit Authority of Thailand’s MRT green line extension, Mo Chit-Saphan Mai-Khu Khot project for the total amount of 38,165 million Baht in budget as proposed by Ministry of Transportation. The entire budget of this project is expected to be funded by loan authorized by the draft Act empowering Ministry of Finance to acquire up to 2 trillion baht in loans for infrastructure development B.E. .... Mass Rapid Transit Authority of Thailand is to take into account comments and suggestions from concerned agencies for further procedures.
2. Assigned Ministry of Transportation and Mass Rapid Transit Authority of Thailand to urgently lay out appropriate investment and management plan and submit to the Cabinet for its approval in order for the project to complete as planned in B.E. 2561.
3. As for request not to be in compliance with the Office of Prime Minister’s regulation on e- Auction, B.E. 2549, but to follow the international bidding procedure instead, Mass Rapid Transit Authority of Thailand is to propose the matter to the E-Auction Committee for its consideration.
Following suggestion from Deputy Prime Minister Prodprasob Surasawadee, the Cabinet acknowledged itinerary of the public hearings on design and construction project for sustainable water management system and national flood prevention system, which will begin on October 15, 2013 instead of October 7, 2013 as earlier scheduled.

Deputy Prime Minister Plodprasob, in his capacity as chairman of Water and Flood Management Commission, reported that sub-committee for the plan for public hearings on design and construction project for sustainable water management system and national flood prevention system, approved by the cabinet on September 24, 2013, has proposed to implement the plan during October 15, 2013 (instead of October 7) and December 6, 2013 in the following 36 provinces: Lumphun, Chainat, Chiang Mai, Ang Thong, Uthai Thani, Phayao, Nakhon Sawan, Phrae, Lopburi, Uttaradit, Suphan Buri, Sukhothai, Pra Nakhon Si Ayutthaya, Tak, Pathum Thani, Kamphaeng Phet, Chachoengsao, Phichit, Samut Prakan, Phitsanulok, Samut Sakhon, Phetchabun, Samut Songkhram, Sakon Nakhon, Songkhla, Chaiyaphum, Ratchaburi, Kanchanaburi, Nakhon Nayok, Nakhon Pathom, Prachinburi, Chanthaburi and Bangkok.
