The cabinet met on Tuesday, October 8, 2013. Some of the decisions are as follows:

Title: Request for approval to implement cell phone service improvement project and to discontinue CDMA network expansion

Following the resolution made by the first Cabinet Subcommittee (economic) in its 10/2556 meeting chaired by the Deputy Prime Minister Kittiratt Na-Ranong on October 7, 2013, the Cabinet;

1. Agreed in principle with the service improvement of HSPA cell phone network following Ministry of Information and Communication Technology’s suggestion. The purposes are to continue providing services to existing users, to enhance competition of wireless communication services of CAT Telecom PLC, and to restore CAT Telecom’s financial status under the 2013-2017 strategic plan to improve financial status so that CAT Telecom may continue to operate without incomes from concessions.

2. Approved discontinuation of regional CDMA network expansion project (worth 3,800 million Baht) since CAT Telecom PLC has opted for the HSPA network instead.

3. Assigned Ministry of Information and Communication Technology to oversee and ensure that CAT Telecom PLC implement the projects in compliance with related laws and regulations, as well as to lay out risk management plan, and closely monitor the projects.

4. Ordered Ministry of Information and Communication Technology, and concerned agencies to take into account opinions of the National Economics and Social Development Board (NESDB) for the implementation, and to review details of contract for the best interest of CAT Telecom PLC without any impact to service recipients.

Title: Meeting on official release of news and warning announcements

The Cabinet acknowledged outcome of meeting on official release of news and warning announcements, as suggested by Deputy Prime Minister Prodprasob Surasawadee in his capacity as chair of Water and Flood Management Commission.

Gist

Title: Memorandum of Understanding (MOU) on scientific and technological policy cooperation and innovation for the national development between National Science Technology and Innovation Policy Office (NTI) and United Nation Conference on Trade and Development (UNCTAD)

Following Ministry of Science and Technology’s suggestion, the Cabinet,

1. Agreed with draft Memorandum of Understanding (MOU) on scientific and technological policy cooperation and innovation for the national development between National Science Technology and Innovation Policy Office (NTI) and United Nation Conference on Trade and Development (UNCTAD). Should necessity arise to amend the aforementioned draft in inessential parts, NTI may discuss with Department of Treaties and Legal Affairs, Ministry of Foreign Affairs to proceed without further approval from the Cabinet.

2. Agreed to authorize NTI Secretary General to sign the aforementioned MOU between NTI and UNCTAD.

Gist

Memorandum of Understanding (MOU) on scientific and technological policy cooperation and innovation for the national development between National Science Technology and Innovation Policy Office (NTI) and United Nation Conference on Trade and Development (UNCTAD) is aimed to promote academic cooperation between the two organizations, and to support NTI’s operation in accordance with the Act on National Science, Technology and Innovation B.E. 2008, which designates NTI to lay out draft of the national policy and plan on science, technology and innovation to be submitted to the National Committee on Science, Technology and Innovation for its consideration, as well as to support and provide advices to government agencies on the preparation of action plan on scientific and technological policy and innovation, and coordinate/ follow up on the national development in the area of human resources for science and technology.

Title: Ratification of draft ASEAN Declaration on Promotion of Disaster Management Cooperation

The Cabinet agreed with draft ASEAN Declaration on Promotion of Disaster Management Cooperation proposed by Ministry of Interior. Ratification of the aforementioned draft declaration would be deliberated during the 23rd ASEAN Summit at Negara Brunei Darussalam during October 9-10, 2013.

Gist of the aforementioned draft ASEAN Declaration involves promotion of cooperation among the ASEAN member countries on disaster management under the frameworks of ASEAN Agreement on Disaster Management and Emergency Response (AADMER) and disaster management plan under AADMER B.E. 2553-2558.
