February 11, 2014 at 1000 hrs at Royal Thai Air Force Headquarters, Don Muang, Bangkok, Prime Minister and Defence Minister Yingluck Shinawatra presided over the Cabinet meeting. Outcome of the meeting is as follows:
The Cabinet approved draft Royal Decree on General Election for Senators B.E. ... previously examined by Office of the Council of State, as proposed by Office of the Election Commission.
Gist of draft Royal Decree
1. The draft Royal Decree is to be effective from the day it is published in the Royal Thai Government Gazette (draft article 2).
2. General election for senators is to be held on March 30, 2014 (draft article 3).
Following suggestions from Secretariat of the Cabinet, the Cabinet approved the request for annual budget B.E. 2557 (2014) under central budget, reserved funds in cases of emergency or necessity for expense of flood relief mission and renovation of government buildings damaged by flood.
The Royal Thai Police is to disburse 19,633,809 baht for expenses related to flood relief mission and renovation of government buildings damaged by flood from the annual budget B.E. 2556 (2013), reserved funds in cases of emergency or necessity, which was reserved over the year and already approved by Ministry of Finance. The Royal Thai Police may arrange an agreement with the Bureau of the Budget once the Election Commission approves this disbursement of budget.
The Cabinet agreed with draft Ministry of Finance announcement on excise tax reduction (No. ...), to extend excise tax reduction period for diesel oil for another month (March 1-31, 2014.)
Gist of draft Ministry of Finance announcement
This announcement is made for one-month extension (March 1 to March 31, 2014) of excise tax reduction period for diesel oil containing sulfur content less than 0.005 per cent at the rate of 0.005 baht per liter and for diesel oil containing fatty acid methyl esters typed biodiesel content less than 4 per cent at the rate of 0.005 baht per liter.
The Cabinet approved 20,000,000 baht of the annual budget B.E. 2557 (2014), under central budget, reserved funds in cases of emergency or necessity for the expenses related to the funeral rite of the Supreme Patriarch Somdet Phra Yannasangwon.
Following the suggestion from the Ministry of Foreign Affairs, the Cabinet approved a request made by the Government of Socialist Republic of Vietnam to appoint Mr. Nguyen Tat Thanh as the Ambassador Extraordinary and Plenipotentiary of Socialist Republic of Vietnam to Thailand, whose residence will be in Bangkok.
Following suggestion from Ministry of Foreign Affairs, the Cabinet approved the appointment of Mr. Albert Arthur Elson as Honorary Consul of United Kingdom to Pattaya, Thailand. Area of responsibility includes Pattaya and Chonburi.
The Cabinet approved request of the Government of the Union of Myanmar’s request to appoint Mr. U Win Maung as the new Ambassador Extraordinary and Plenipotentiary of Republic of the Union of Myanmar to Thailand, whose residence will be in Bangkok.
The Cabinet approved the appointment of Mr. Chao Xiaoliang as Consul-General of People’s Republic of China to Chiang Mai, Thailand. Area of responsibility covers Thailand’s northern region and Northern provinces, including Chiang Mai, Chiang Rai, Tak, Nan, Phayao, Phitsanulok, Phrae, Mae Hong Son, Lampang, Lamphun, Sukhothai and Uttaradit.
