March 18, 2014, at 1000hrs, at Huay Jor Ra Kae Room, Sam Phran Royal Police Cadet Academy, Sam Phran District, Nakhon Pathom, Prime Minister and Defense Minister Yingluck Shinawatra presided over a Cabinet’s meeting. Gist is as follows:
The Cabinet acknowledged integrated plant to prevent and reduce road accidents during Songkran Holiday following suggestion made by the Interior Minister, in his capacity as President and General-Director of Road Safety Directing Center, for concerned agencies, offices, provinces and districts to adopt as implementation framework.
Following is the detail of Integrated plan to prevent and reduce road accident during Songkran Holiday 2014:
1. Title of campaign is “Zero Accident Safety Culture for Songkran Holiday”.
2. Duration of campaign: April 11-17, 2014 for 7 days, and covers road traffic accidents happening during 0001hrs of April 11, 2014 and 2400hrs of April 17, 2014 which result in death and/or injury (admitted in hospitals).
3. Objective: to reduce road accidents, comparing with the previous year. Provinces, districts and local administrative organizations are to set their own objective of the implementation.
4. General measures: include measures on management and administration, road and traffic safety, safe vehicles, safety usage of roads and vehicles, and responsive measures after accidents.
5. Specific measures:
5.1 Ten (10) measures of strict law enforcement on not using helmet, use of unsafe motorbikes, drunk driving, not using safety belts, driving without licenses, exceeding speed limit, violation of traffic lights, wrong-way driving, overtaking in critical situation, and use of mobile phone while driving. Officers will especially keep eyes on motorbikes, public buses, and pick-ups loading people in the back for water splashing.
5.2 Strict enforcement of law on drunk driving.
5.3 Strict enforcement of law related to alcoholic drinks to control access to alcoholic drinks
5.4 Control use of motorbikes to reduce risk of road accident.
5.5 Facilitate for water splashing areas that are safe and alcohol-free.
5.6 In case of provinces sharing borders with neighboring countries, there should be consideration for appropriate measures or means to control road safety for both Thai and foreigners who pass through check-points during Songkran 2014.
6. Implementation period is divided into 3 phases:
6.1 Preparation period: February 15-28, 2014.
6.2 Campaigning period: March 1-April 10, 2014.
6.3 Intensive implementation period: April 11-17, 2014.
As proposed by Ministry of Agriculture and Cooperatives, the Cabinet acknowledged results on solution of oversupply of eggs implemented in accordance with the Cabinet’s resolution.
Gist
Ministry of Agriculture and Cooperatives reported that in accordance with the Cabinet’s resolution (March 12, 2013) assigning Ministry of Public Health, Ministry of Education, and Thai Health Promotion Foundation to disseminate academic information and knowledge on the benefits of egg for daily consumption, results are as follows:
1. Office of the Basic Education Commission, Ministry of Education, has incorporated knowledge on daily egg consumption in the curriculum for primary students, and encouraged primary schools nationwide to use eggs for students’ lunch or reared chickens in schools for eggs. Office of the Vocational Education Commission has directed chicken rearing and food processing of eggs in vocational colleges. Office of the Higher Education Commission also requested for coordination from academic institutions around the country.
2. Institute of Nutrition, Mahidol University, has publicized information and articles in newspapers, televisions, radios and other forms of media. There are also researches on egg elements, and chicken egg processing which will later be published.
3. Department of Health, Ministry of Public Health, as an agency in charge of people’s health and nutrition, has publicized about benefits of egg consumption to the public.
The Cabinet approved the appointment of Miss Wannapid Jarusombat, Director of Bureau of Cabinet Affairs, as Advisor to Secretariat of the Cabinet (Plan and Policy Analyst, Advisory Level), Office of the Prime Minister.
