April 1, 2014, at 1100hrs, at Huay Jor Ra Kae Room, Sam Phran Royal Police Cadet Academy, Sam Phran District, Nakhon Pathom, Prime Minister and Defense Minister Yingluck Shinawatra chaired Cabinet’s meeting. Some of the resolutions are as follows:
The Cabinet acknowledged Thai Population report on adolescent pregnancy as proposed by Office of the National Economic and Social Development Board (NESDB)
Gist
1. Human rights standard of pregnant teenagers compose of the rights to be protected, the rights for privacy, the rights to equality and non-discrimination, the rights to seek, impart and receive information, the rights for freedom of expression, and the rights to education including access to sexuality education.
2. Situation and trend of adolescent pregnancy
2.1. Adolescent pregnancy among teenagers who are less than 20 years of age in Thailand has increased. According to the statistics of the Public Health Ministry, the ratio of Thai adolescents giving birth is 54:1,000 girls in 2012, almost doubled comparing to 31:1,000 in the year 2000. The figure is roughly the same as that of Indonesia, the Philippines, Cambodia, and many countries in Latin America, but is considerably high compared to such high-income countries as Japan, Korea, China, and Singapore.
2.2. Provinces that recorded the highest cases of adolescent pregnancy are Chonburi, Samut Sakhon, Rayong, and Prachuab Kirikhan, with the ratio of 79-85:1,000. During 2000-2012, the increasing number of adolescent pregnancy in 19 provinces was more than double.
2.3. Measures implemented in Thailand to tackle the problem of adolescent pregnancy are: 1) adoption of sexual education in schools; 2) enforcement of laws in sexual abuse and violence; 3) pro-active and friendly reproductive health services; 4) integrative works on prevention and comprehensive resolutions under the framework of National Reproductive Health Development Strategy (2010-2014); 5) establishment of prototype adolescent care centers, such as “Mahidol Model”, “Adolescent Clinic of Ramathibodi Hospital”; 6) Other forms of assistance, such as Ministry of Social Development and Human Security’s project to encourage the return to society of these teenagers through counseling, vocational training, and subsidies; and 7) establishment of the hotline One Stop Crisis Center (OSCC) 1300.
As proposed by Ministry of Finance, the Cabinet approved one-month extension of measure to reduce people’s expenses in transportation from April 1 to 30, 2014, and 355 million Baht from the annual budget B.E. 2556 (2013), under central budget, reserved funds in cases of emergency or necessity to be compensated for the above measure. This will be submitted to the Election Commission for its approval as stipulated in Section 181 (2) of the Constitutional of Thailand (B.E. 2550).
The Cabinet approved in principle the Draft Royal Decree on Administration and Duties of the Royal Thai Air Force, Ministry of Defense (No...) B.E..., as proposed by Ministry of Defense, and agreed to forward the draft Royal Decree to Office of the Council of State for further consideration.
Gist
Section 3 (27) and Section 30 of the Royal Decree is to be revised to change the name of the Royal Air Force Academy to the royally bestowed “Navaminda Kasatriyadhiraj Royal Air Force Academy”
Following suggestion from Ministry of Foreign Affairs, the Cabinet approved the appointment of Mrs. Anette Jimenez Hochstetter as Honorary Consul of the German Confederation to Phuket. Areas of responsibility includePhuket, Krabi, Trang, Nakhon Sri Thammarat, Narathiwas, Pattani, Phang Nga, Pattalung, Yala, Ranong, Songkhla, Satun, and Surat Thani.
The Cabinet approved the following proposals of Ministry of Finance:
1) Approved a component of Thai Government representatives to negotiate on the agreement and implementation of Foreign Account Tax Compliance Act (FATCA) between the Kingdom of Thailand and the Government of the United States of America
2) Authorized Minister of Finance to appoint members of the Thai Government representatives based on the approved component.
