Draft Justices Fund Act B.E...

The Cabinet provided an approval in principle to the Draft Justices Fund Act B.E… as proposed by the Ministry of Justice. The Office of the Council of State would later consider the draft law and pass it on to the Coordinating Committee of the National Legislative Assembly who will propose it to the National Legislative Committee.

The “Justices Fund” aimed at providing financial facilities to support accessibility to the process of justice, bails, help for criminal suspects or defendants, help for those affected by human rights violation, and legal knowledge. Under the new law, the Office of the Justices Fund and the Committee on the Justices Fund would also be established.

Draft Ministerial Regulation on Fee Exempt for Factory Owners in Narathivas, Pattani and Yala, B.E. ...

The Cabinet approved proposals submitted by the Ministry of Industry as follows:

1. The Ministry of Industry obtained approval in principle to waive fees stipulated in the Factory Act B.E. 2535 for factory owners whose factories are located in Narathivas, Pattani and Yala for a period of five years, effective January 1, 2015-December 31, 2019.

2. The Cabinet approved in principle the Draft Ministerial Regulation on Fee Exempt for Factory Owners in Narathivas, Pattani and Yala, B.E. ….The draft was submitted to the Office of the Council of State for consideration and further implementation.

Second Strategic Plan for Thai Social Welfare (B.E. 2555-2559)

The Cabinet resolved to approve the second Strategic Plan for Thai Social Welfare (B.E.2555-2559). The plan obtained approval in principle from the Office of the National Commission on Social Welfare Promotion as proposed by the Ministry of Social Development and Human Security. The plan consisted of six strategies as follows: 1) strategy for creating and developing a comprehensive welfare system; 2) strategy for reinforcing all sectors to create welfare society; 3) strategy for development of service quality and standard, as well as management; 4) strategy for creating and developing fiscal, financial, and fundraising measures; 5) strategy for mobilizing Thailand’s social welfare in ASEAN Community and global community; and 6) strategy for strengthening preparedness and rehabilitation system in case of emergency.

Approval sought on MOU regarding ASEAN cooperation for oil leakage preparation and management

The Cabinet approved the following proposals of the Ministry of Transport:

1. Approval was given to an MOU on cooperation among ASEAN member states for mutual preparation and management of oil spills. The Ministry of Transport was authorized to amend insignificant parts of the MOU where needed to ensure maximum benefits for the Thai society at large. The Ministry of Transport was able to make amendments through cooperation with the Department of Treaties and Legal Affairs, Ministry of Foreign Affairs.

2. The Minister of Transport or his delegate obtained approval to sign the MOU The Ministry of Foreign Affairs was assigned to officially issue full powers to the Minister of Transport or his delegate to sign the MOU.

3. Approval for emergency plan on coordinating and managing boat accidents in Lan Xang River-Mekong River as well as regulation on search and rescue, and dislocation of shipwrecks in Lan Xang River and Mekong River

The Cabinet resolved the following issues proposed by the Ministry of Transport:

1. Approval was given on an emergency plan for boat accidents management in Lan Xang River-Mekong River, as well as a regulation on search and rescue, and dislocation of shipwrecks in Lan Xang-Mekong Rivers.

2. The Minister of Transport or his delegate was assigned to sign the plan and regulation

3. The Marine Department, Ministry of Transport was authorized as key operator and coordinator of the emergency plan for cooperation and management of boat accidents in Lan Xang-Mekong Rivers, and regulation regarding search and rescue, and dislocation of shipwrecks in Lan Xang-Mekong Rivers

4. The Ministry of Foreign Affairs was to issue full powers to the Minister of Transport or his delegate for signing both the plan and the regulation.
